    1                        A bill to be entitled                      
    2         An act relating to court reporter registry; creating
    3         s. 25.389, F.S.; providing legislative intent;
    4         requiring the Supreme Court to create and administer a
    5         court reporter registry; requiring the registry to be
    6         posted on the Supreme Court website; requiring court
    7         reporters to register with the Supreme Court by a
    8         specified date; requiring court reporters to update
    9         their information within a specified time; providing
   10         an effective date.

   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Section 25.389, Florida Statutes, is created to
   15  read:
   16         25.389Court reporter registry.—
   17         (1) LEGISLATIVE INTENT.—
   18         (a)The Legislature recognizes that court reporters manage
   19  volumes of confidential information and are the impartial record
   20  keepers in court and in deposition proceedings.
   21         (b)The Legislature finds that the creation of a court
   22  reporter registry will improve consumer protection and provide
   23  court reporter accountability, protect confidential information,
   24  and provide the ability to locate transcripts and other records
   25  if a court reporter moves his or her office or leaves the state.
   26         (2)CREATION.—There is created and administered within the
   27  Supreme Court a court reporter registry. The Supreme Court must
   28  post the registry on its website.
   29         (3) REGISTRATION.—
   30         (a) By July 1, 2020, each court reporter must register with
   31  the Supreme Court his or her name, address, phone number, e-mail
   32  address, and method of reporting, such as stenography, voice, or
   33  digital, and must list each professional credential the reporter
   34  holds with the identity of the professional association that
   35  issued the credential, for inclusion in the court reporter
   36  registry. The Supreme Court shall add the court reporter’s
   37  information in the registry after the court reporter has
   38  submitted a completed registration on a form created by the
   39  court.
   40         (b)Each court reporter must update his or her name,
   41  address, phone number, or e-mail address within 30 days after
   42  any change to his or her information.
   43         Section 2. This act shall take effect July 1, 2019.
