       Appropriations Subcommittee on Transportation, Tourism, and
       Economic Development (Diaz) recommended the following:
       
    1         Senate Amendment to Amendment (182606) (with title
    2  amendment)
    3  
    4         Delete lines 31 - 53
    5  and insert:
    6  other tax collection systems. Other tax collection systems may
    7  include technology systems provided by vendors contracted with
    8  the tax collector for in-person transactions of motor vehicle
    9  and mobile home registration certificates, registration license
   10  plates, and validation stickers and online motor vehicle and
   11  mobile home registration renewals and validation stickers. Upon
   12  the tax collector’s request, the department shall provide the
   13  tax collector and their approved vendors with the same data
   14  access and interface functionality that other third parties
   15  receive from the department, including, but not limited to, bulk
   16  data for vehicle registrations and each applicant’s current
   17  residential address and electronic mail address collected
   18  pursuant to s. 320.95. Such data and functionality shall be used
   19  only for purposes of fulfilling the tax collector’s statutory
   20  duties, and it may not be resold or used for any other purpose
   21  under this chapter. For purposes of this subsection, other tax
   22  collection systems do not include electronic filing systems
   23  pursuant to s. 320.03. The department shall administer this
   24  program upon consultation with the Florida Tax Collectors, Inc.,
   25  to ensure that each county tax collector’s office is
   26  technologically equipped and functional for the operation of the
   27  Florida Real Time Vehicle Information System and that tax
   28  collectors’ approved vendors enter into a memorandum of
   29  understanding with the department. Tax collectors and their
