5 Section 1. Effective July 1, 2021, paragraphs (b) and (c)
6 of subsection (1) of section 320.06, Florida Statutes, are
7 amended to read:
8 320.06 Registration certificates, license plates, and
9 validation stickers generally.—
10 (1)
11 (b)1. Registration license plates bearing a graphic symbol
12 and the alphanumeric system of identification shall be issued
13 for a 10-year period. At the end of the 10-year period, upon
14 renewal, the plate shall be replaced. The department shall
15 extend the scheduled license plate replacement date from a 6
16 year period to a 10-year period. The fee for such replacement is
17 $28, $2.80 of which shall be paid each year before the plate is
18 replaced, to be credited toward the next $28 replacement fee.
19 The fees shall be deposited into the Highway Safety Operating
20 Trust Fund. A credit or refund may not be given for any prior
21 years’ payments of the prorated replacement fee if the plate is
22 replaced or surrendered before the end of the 10-year period,
23 except that a credit may be given if a registrant is required by
24 the department to replace a license plate under s.
25 320.08056(8)(a). With each license plate, a validation sticker
26 shall be issued showing the owner’s birth month, license plate
27 number, and the year of expiration or the appropriate renewal
28 period if the owner is not a natural person. The validation
29 sticker shall be placed on the upper right corner of the license
30 plate. The license plate and validation sticker shall be issued
31 based on the applicant’s appropriate renewal period. The
32 registration period is 12 months, the extended registration
33 period is 24 months, and all expirations occur based on the
34 applicant’s appropriate registration period. Vehicles taxed
35 pursuant to s. 320.08(6)(a) may elect a permanent registration
36 period, provided payment of the appropriate license taxes and
37 fees occurs annually. A vehicle that has an apportioned
38 registration shall be issued an annual license plate and a cab
39 card that denote the declared gross vehicle weight for each
40 apportioned jurisdiction in which the vehicle is authorized to
41 operate.
42 2. In order to retain the efficient administration of the
43 taxes and fees imposed by this chapter, the 80-cent fee increase
44 in the replacement fee imposed by chapter 2009-71, Laws of
45 Florida, is negated as provided in s. 320.0804.
46 (c) Registration license plates equipped with validation
47 stickers subject to the registration period are valid for not
48 more than 12 months and expire at midnight on the last day of
49 the registration period. A registration license plate equipped
50 with a validation sticker subject to the extended registration
51 period is valid for not more than 24 months and expires at
52 midnight on the last day of the extended registration period. A
53 registration license plate equipped with a validation sticker
54 subject to a permanent registration period is permanently valid
55 but shall become void if appropriate license taxes and fees are
56 not paid annually. For each registration period after the one in
57 which the metal registration license plate is issued, and until
58 the license plate is required to be replaced, a validation
59 sticker showing the month and year of expiration shall be issued
60 upon payment of the proper license tax amount and fees and is
61 valid for not more than 12 months. For each extended
62 registration period occurring after the one in which the metal
63 registration license plate is issued and until the license plate
64 is required to be replaced, a validation sticker showing the
65 year of expiration shall be issued upon payment of the proper
66 license tax amount and fees and is valid for not more than 24
67 months. For each permanent registration period occurring after
68 the one in which the metal registration license plate is issued
69 and until the license plate is required to be replaced, a
70 validation sticker showing a permanent registration period shall
71 be issued upon payment of the proper license tax amount and fees
72 and is permanently valid but shall become void if the proper
73 license taxes and fees are not paid annually. When license
74 plates equipped with validation stickers are issued in any month
75 other than the owner’s birth month or the designated
76 registration period for any other motor vehicle, the effective
77 date shall reflect the birth month or month and the year of
78 renewal. However, when a license plate or validation sticker is
79 issued for a period of less than 12 months, the applicant shall
80 pay the appropriate amount of license tax and the applicable fee
81 under s. 320.14 in addition to all other fees. Validation
82 stickers issued for vehicles taxed under s. 320.08(6)(a), for
83 any company that owns 250 vehicles or more, or for semitrailers
84 taxed under the provisions of s. 320.08(5)(a), for any company
85 that owns 50 vehicles or more, may be placed on any vehicle in
86 the fleet so long as the vehicle receiving the validation
87 sticker has the same owner’s name and address as the vehicle to
88 which the validation sticker was originally assigned.
89 Section 2. Paragraph (a) of subsection (3) of section
90 320.06, Florida Statutes, is amended to read:
91 320.06 Registration certificates, license plates, and
92 validation stickers generally.—
93 (3)(a) Registration license plates must be made of metal
94 specially treated with a retroreflection material, as specified
95 by the department. The registration license plate is designed to
96 increase nighttime visibility and legibility and must be at
97 least 6 inches wide and not less than 12 inches in length,
98 unless a plate with reduced dimensions is deemed necessary by
99 the department to accommodate motorcycles, mopeds, or similar
100 smaller vehicles. Validation stickers must also be treated with
101 a retroreflection material, must be of such size as specified by
102 the department, and must adhere to the license plate. The
103 registration license plate must be imprinted with a combination
104 of bold letters and numerals or numerals, not to exceed seven
105 digits, to identify the registration license plate number. The
106 license plate must be imprinted with the word “Florida” at the
107 top and the name of the county in which it is sold, the state
108 motto, or the words “Sunshine State” at the bottom. Apportioned
109 license plates must have the word “Apportioned” at the bottom
110 and license plates issued for vehicles taxed under s.
111 320.08(3)(d), (4)(m) or (n), (5)(b) or (c), or (14) must have
112 the word “Restricted” at the bottom. License plates issued for
113 vehicles taxed under s. 320.08(12) must be imprinted with the
114 word “Florida” at the top and the word “Dealer” at the bottom
115 unless the license plate is a specialty license plate as
116 authorized in s. 320.08056. Manufacturer license plates issued
117 for vehicles taxed under s. 320.08(12) must be imprinted with
118 the word “Florida” at the top and the word “Manufacturer” at the
119 bottom. License plates issued for vehicles taxed under s.
120 320.08(5)(d) or (e) must be imprinted with the word “Wrecker” at
121 the bottom. Any county may, upon majority vote of the county
122 commission, elect to have the county name removed from the
123 license plates sold in that county. The state motto or the words
124 “Sunshine State” shall be printed in lieu thereof. A license
125 plate issued for a vehicle taxed under s. 320.08(6) may not be
126 assigned a registration license number, or be issued with any
127 other distinctive character or designation, that distinguishes
128 the motor vehicle as a for-hire motor vehicle.
129 Section 3. Paragraph (b) of subsection (2) of section
130 320.0657, Florida Statutes, is amended to read:
131 320.0657 Permanent registration; fleet license plates.—
132 (2)
133 (b) The plates, which shall be of a distinctive color,
134 shall have the word “Fleet” appearing at the bottom and the word
135 “Florida” appearing at the top unless the license plate is a
136 specialty license plate as authorized in s. 320.08056. The
137 plates shall conform in all respects to the provisions of this
138 chapter, except as specified herein. For additional fees as set
139 forth in s. 320.08056, fleet companies may purchase specialty
140 license plates in lieu of the standard fleet license plates.
141 Fleet companies shall be responsible for all costs associated
142 with the specialty license plate, including all annual use fees,
143 processing fees, fees associated with switching license plate
144 types, and any other applicable fees.
145 Section 4. Subsection (12) of section 320.08, Florida
146 Statutes, is amended to read:
147 320.08 License taxes.—Except as otherwise provided herein,
148 there are hereby levied and imposed annual license taxes for the
149 operation of motor vehicles, mopeds, motorized bicycles as
150 defined in s. 316.003(4), tri-vehicles as defined in s. 316.003,
151 and mobile homes as defined in s. 320.01, which shall be paid to
152 and collected by the department or its agent upon the
153 registration or renewal of registration of the following:
154 (12) DEALER AND MANUFACTURER LICENSE PLATES.—A franchised
155 motor vehicle dealer, independent motor vehicle dealer, marine
156 boat trailer dealer, or mobile home dealer and manufacturer
157 license plate: $17 flat. For additional fees as set forth in s.
158 320.08056, dealers may purchase specialty license plates in lieu
159 of the standard dealer license plates. Dealers shall be
160 responsible for all costs associated with the specialty license
161 plate, including all annual use fees, processing fees, fees
162 associated with switching license plate types, and any other
163 applicable fees.
164 Section 5. Section 320.08053, Florida Statutes, is amended
165 to read:
166 320.08053 Establishment of Requirements for requests to
167 establish specialty license plates.—
168 (1) If a specialty license plate requested by an
169 organization is approved by law, the organization must submit
170 the proposed art design for the specialty license plate to the
171 department, in a medium prescribed by the department, as soon as
172 practicable, but no later than 60 days after the act approving
173 the specialty license plate becomes a law.
174 (2)(a) Within 120 days after following the specialty
175 license plate becomes becoming law, the department shall
176 establish a method to issue a specialty license plate voucher to
177 allow for the presale of the specialty license plate. The
178 processing fee as prescribed in s. 320.08056, the service charge
179 and branch fee as prescribed in s. 320.04, and the annual use
180 fee as prescribed in s. 320.08056 shall be charged for the
181 voucher. All other applicable fees shall be charged at the time
182 of issuance of the license plates.
183 (b) Within 24 months after the presale specialty license
184 plate voucher is established, the approved specialty license
185 plate organization must record with the department a minimum of
186 3,000 1,000 voucher sales, or in the case of an out-of-state
187 college or university license plate, 4,000 voucher sales, before
188 manufacture of the license plate may commence. If, at the
189 conclusion of the 24-month presale period, the minimum sales
190 requirement has requirements have not been met, the specialty
191 plate is deauthorized and the department shall discontinue
192 development of the plate and discontinue issuance of the presale
193 vouchers. Upon deauthorization of the license plate, a purchaser
194 of the license plate voucher may use the annual use fee
195 collected as a credit towards any other specialty license plate
196 or apply for a refund on a form prescribed by the department.
197 (3)(a) New specialty license plates that have been approved
198 by law but are awaiting issuance under paragraph (b) shall be
199 issued in the order they appear in s. 320.08058 provided that
200 they have met the presale requirement. All other provisions of
201 this section must also be met before a specialty license plate
202 may be issued. If the next awaiting specialty license plate has
203 not met the presale requirement, the department shall proceed in
204 the order provided in s. 320.08058 to identify the next
205 qualified specialty license plate that has met the presale
206 requirement. The department shall cycle through the list in
207 statutory order.
208 (b) If the Legislature has approved 150 or more specialty
209 license plates, the department may not make any new specialty
210 license plates available for design or issuance until a
211 sufficient number of plates are discontinued pursuant to s.
212 320.08056(8) such that the number of plates being issued does
213 not exceed 150. Notwithstanding s. 320.08056(8)(a), the 150
214 license-plate limit includes license plates above the minimum
215 sales threshold and those exempt from that threshold.
216 Section 6. Present subsection (12) of section 320.08056,
217 Florida Statutes, is renumbered as subsection (15), subsections
218 (2) and (4), paragraph (a) of subsection (10), and subsection
219 (11) are amended, paragraphs (c) through (f) are added to
220 subsection (8), and new subsections (12), (13), and (14) are
221 added to that section, to read:
222 320.08056 Specialty license plates.—
223 (2)(a) The department shall issue a specialty license plate
224 to the owner or lessee of any motor vehicle, except a vehicle
225 registered under the International Registration Plan, a
226 commercial truck required to display two license plates pursuant
227 to s. 320.0706, or a truck tractor, upon request and payment of
228 the appropriate license tax and fees.
229 (b) The department may authorize dealer and fleet specialty
230 license plates. With the permission of the sponsoring specialty
231 license plate organization, a dealer or fleet company may
232 purchase specialty license plates to be used on dealer and fleet
233 vehicles.
234 (c) Notwithstanding s. 320.08058, a dealer or fleet
235 specialty license plate must include the letters “DLR” or “FLT”
236 on the right side of the license plate. Dealer and fleet
237 specialty license plates must be ordered directly from the
238 department.
239 (4) The following license plate annual use fees shall be
240 collected for the appropriate specialty license plates:
241 (a) Manatee license plate, $25.
242 (a)(b) Challenger/Columbia license plate, $25, except that
243 a person who that purchases 1,000 or more of such license plates
244 shall pay an annual use fee of $15 per plate.
245 (c) Collegiate license plate, $25.
246 (b)(d) Florida Salutes Veterans license plate, $15.
247 (e) Florida panther license plate, $25.
248 (c)(f) Florida United States Olympic Committee license
249 plate, $15.
250 (d)(g) Florida Special Olympics license plate, $15.

335 (c) A vehicle owner or lessee issued a specialty license
336 plate that has been discontinued by the department may keep the
337 discontinued specialty license plate for the remainder of the
338 10-year license plate replacement period and must pay all other
339 applicable registration fees. However, such owner or lessee is
340 exempt from paying the applicable specialty license plate annual
341 use fee under paragraph (3)(d) or subsection (4) for the
342 remainder of the 10-year license plate replacement period.
343 (d) If the department discontinues issuance of a specialty
344 license plate, all annual use fees held or collected by the
345 department shall be distributed within 180 days after the date
346 the specialty license plate is discontinued. Of those fees, the
347 department shall retain an amount sufficient to defray the
348 applicable administrative and inventory closeout costs
349 associated with discontinuance of the plate. All remaining
350 proceeds shall be distributed to the appropriate organization or
351 organizations pursuant to s. 320.08058.
352 (e) If an organization that is the intended recipient of
353 the funds pursuant to s. 320.08058 no longer exists, the
354 department shall deposit any undisbursed proceeds into the
355 Highway Safety Operating Trust Fund.
356 (f) Notwithstanding paragraph (a), on January 1 of each
357 year, the department shall discontinue the specialty license
358 plate with the fewest number of plates in circulation, including
359 license plates exempt from a statutory sales requirement. The
360 department shall mail a warning letter to the sponsoring
361 organizations of the 10 percent of specialty license plates with
362 the lowest number of valid, active registrations as of December
363 1 of each year.
364 (10)(a) A specialty license plate annual use fee collected
365 and distributed under this chapter, or any interest earned from
366 those fees, may not be used for commercial or for-profit
367 activities nor for general or administrative expenses, except as
368 authorized by s. 320.08058 or to pay the cost of the audit or
369 report required by s. 320.08062(1). The fees and any interest
370 earned from the fees may be expended only for use in this state
371 unless the annual use fee is derived from the sale of United
372 States Armed Forces and veterans-related specialty license
373 plates pursuant to paragraph (3)(d) for the Support Our Troops
374 and American Legion license plates; paragraphs (4)(b), (q), and
375 (v) for the Florida Salutes Veterans, United States Marine
376 Corps, and Military Services license plates, respectively;
377 paragraphs (4)(d), (bb), (ll), (kkk), and (yyy) and s. 320.0891
378 for the U.S. Paratrooper license plate.
379 (11) The annual use fee from the sale of specialty license
380 plates, the interest earned from those fees, or any fees
381 received by any entity an agency as a result of the sale of
382 specialty license plates may not be used for the purpose of
383 marketing to, or lobbying, entertaining, or rewarding, an
384 employee of a governmental agency that is responsible for the
385 sale and distribution of specialty license plates, or an elected
386 member or employee of the Legislature.
387 (12) Notwithstanding s. 320.08058(3)(a), the department, in
388 cooperation with the independent colleges or universities as
389 defined in s. 1009.89 or s. 1009.891, shall create a standard
390 template specialty license plate with a unique logo or graphic
391 identifying each independent college or university. Each
392 independent college or university may elect to use this standard
393 template specialty license plate in lieu of its own specialty
394 license plate. Annual use fees from the sale of these license
395 plates shall be distributed to the independent college or
396 university for which the logo or graphic is displayed on the
397 license plate and shall be used as provided in s. 320.08058(3).
398 Independent colleges or universities opting to use the standard
399 template specialty license plate shall have their plate sales
400 combined for purposes of meeting the minimum license plate sales
401 threshold in paragraph (8)(a) and for determining the license
402 plate limit in s. 320.08053(3)(b). Specialty license plates
403 created pursuant to this subsection must be ordered directly
404 from the department.
405 (13) For out-of-state college or university license plates
406 created pursuant to this section, documentation acceptable to
407 the department that the department has the college’s or
408 university’s consent to use an appropriate image on a license
409 plate shall be on file with the department prior to development
410 of the out-of-state college or university license plate.
411 (14) Before the issuance of vouchers for the presale of an
412 out-of-state college or university license plate, the department
413 shall determine whether the state in which the out-of-state
414 college or university is located has authorized any license
415 plates for colleges or universities located in this state. The
416 department may not issue any out-of-state college or university
417 license plate unless the state in which the college or
418 university is located has authorized license plates for colleges
419 or universities located in this state.
420 Section 7. Effective July 1, 2023, paragraph (a) of
421 subsection (8) of section 320.08056, Florida Statutes, is
422 amended to read:
423 320.08056 Specialty license plates.—
424 (8)(a) The department must discontinue the issuance of an
425 approved specialty license plate if the number of valid
426 specialty plate registrations falls below 3,000, or in the case
427 of an out-of-state college or university license plate, 4,000,
428 1,000 plates for at least 12 consecutive months. The department
429 shall mail a warning letter shall be mailed to the sponsoring
430 organization following the first month in which the total number
431 of valid specialty plate registrations is below 3,000, or in the
432 case of an out-of-state college or university license plate,
433 4,000 1,000 plates. This paragraph does not apply to in-state
434 collegiate license plates established under s. 320.08058(3),
435 license plates of institutions in and entities of the State
436 University System, specialty license plates that have statutory
437 eligibility limitations for purchase, specialty license plates
438 for which annual use fees are distributed by a foundation for
439 student and teacher leadership programs and teacher recruitment
440 and retention, or Florida Professional Sports Team license
441 plates established under s. 320.08058(9).
442 Section 8. Present subsections (32) through (52), (54)
443 through (56), (58) through (68), and (71) through (84) of
444 section 320.08058, Florida Statutes, are renumbered as
445 subsections (31) through (51), (52) through (54), (55) through
446 (65), and (66) through (79), respectively, subsection (7),
447 present subsection (31), present subsections (48), (53), (57),
448 (66), (69), and (70), paragraph (b) of present subsection (80),
449 and paragraph (a) of present subsection (84) are amended, and
450 new subsections (80) through (111) are added to that section, to
451 read:
452 320.08058 Specialty license plates.—
453 (7) SPECIAL OLYMPICS FLORIDA LICENSE PLATES.—
454 (a) Special Olympics Florida license plates must contain
455 the official Special Olympics Florida logo and must bear the
456 colors and a design and colors that are approved by the
457 department. The word “Florida” must be centered at the top
458 bottom of the plate, and the words “Be a Fan” “Everyone Wins”
459 must be centered at the bottom top of the plate.
460 (b) The license plate annual use fees must are to be
461 annually distributed as follows:
462 1. The first $5 million collected annually must be
463 forwarded to Special Olympics Florida the private nonprofit
464 corporation as described in s. 393.002 and must be used solely
465 for Special Olympics purposes as approved by the private
466 nonprofit corporation.
467 2. Any additional fees must be deposited into the General
468 Revenue Fund.
469 (31) AMERICAN RED CROSS LICENSE PLATES.—
470 (a) Notwithstanding the provisions of s. 320.08053, the
471 department shall develop an American Red Cross license plate as
472 provided in this section. The word “Florida” must appear at the
473 top of the plate, and the words “American Red Cross” must appear
474 at the bottom of the plate.
475 (b) The department shall retain all revenues from the sale
476 of such plates until all startup costs for developing and
477 issuing the plates have been recovered. Thereafter, 50 percent
478 of the annual use fees shall be distributed to the American Red
479 Cross Chapter of Central Florida, with statistics on sales of
480 license plates, which are tabulated by county. The American Red
481 Cross Chapter of Central Florida must distribute to each of the
482 chapters in this state the moneys received from sales in the
483 counties covered by the respective chapters, which moneys must
484 be used for education and disaster relief in Florida. Fifty
485 percent of the annual use fees shall be distributed
486 proportionately to the three statewide approved poison control
487 centers for purposes of combating bioterrorism and other poison
488 related purposes.
489 (47)(48) LIVE THE DREAM LICENSE PLATES.—
490 (a) The department shall develop a Live the Dream license
491 plate as provided in this section. Live the Dream license plates
492 must bear the colors and design approved by the department. The
493 word “Florida” must appear at the top of the plate, and the
494 words “Live the Dream” must appear at the bottom of the plate.
495 (b) The proceeds of the annual use fee shall be distributed
496 to the Dream Foundation, Inc., to The Dream Foundation, Inc.,
497 shall retain the first $60,000 in proceeds from the annual use
498 fees as reimbursement for administrative costs, startup costs,
499 and costs incurred in the approval process. Thereafter, up to 25
500 percent shall be used for continuing promotion and marketing of
501 the license plate and concept. The remaining funds shall be used
502 in the following manner:
503 1. Up to 5 percent may be used to administer, promote, and
504 market the license plate.
505 2.1. At least 60 Twenty-five percent shall be distributed
506 equally among the sickle cell organizations that are Florida
507 members of the Sickle Cell Disease Association of America, Inc.,
508 for programs that provide research, care, and treatment for
509 sickle cell disease.
510 2. Twenty-five percent shall be distributed to the Florida
511 chapter of the March of Dimes for programs and services that
512 improve the health of babies through the prevention of birth
513 defects and infant mortality.
514 3. Ten percent shall be distributed to the Florida
515 Association of Healthy Start Coalitions to decrease racial
516 disparity in infant mortality and to increase healthy birth
517 outcomes. Funding will be used by local Healthy Start Coalitions
518 to provide services and increase screening rates for high-risk
519 pregnant women, children under 4 years of age, and women of
520 childbearing age.
521 3.4. At least 30 Ten percent shall be distributed to
522 Chapman the Community Partnership for Homeless, Inc., for
523 programs that provide relief from poverty, hunger, and
524 homelessness.
525 4. Up to 5 percent may be distributed by the department on
526 behalf of The Dream Foundation, Inc., to The Martin Luther King,
527 Jr. Center for Nonviolent Social Change, Inc., as a royalty for
528 the use of the image of Dr. Martin Luther King, Jr.
529 5. Five percent of the proceeds shall be used by the
530 foundation for administrative costs directly associated with
531 operations as they relate to the management and distribution of
532 the proceeds.
533 (53) SUPPORT SOCCER LICENSE PLATES.—
534 (a) The department shall develop a Support Soccer license
535 plate as provided in this section. Support Soccer license plates
536 must bear the colors and design approved by the department. The
537 word “Florida” must appear at the top of the plate, and the
538 words “Support Soccer” must appear at the bottom of the plate.
539 (b) The annual use fees shall be distributed to the
540 Lighthouse Soccer Foundation, Inc., which shall retain the
541 initial revenues from the sale of such plates until all startup
542 costs for developing and establishing the plate have been
543 recovered, not to exceed $85,000. Thereafter, the proceeds of
544 the annual use fee shall be used in the following manner:
545 1. Up to 25 percent of the proceeds may be used by the
546 Lighthouse Soccer Foundation, Inc., for continuing promotion and
547 marketing of the license plate and concept.
548 2. Twenty percent shall be distributed to the Florida Youth
549 Soccer Association for programs and services that foster the
550 physical, mental, and emotional growth and development of
551 Florida’s youth through the sport of soccer at all levels of age
552 and competition, including a portion to be determined by the
553 Florida Youth Soccer Association for the TOPSoccer program to
554 promote participation by the physically and mentally
555 disadvantaged.
556 3. Twenty percent shall be distributed as grants for
557 programs that promote participation by the economically
558 disadvantaged and to support soccer programs where none
559 previously existed.
560 4. Ten percent shall be distributed to the Florida State
561 Soccer Association to promote the sport of soccer and the long
562 term development of the sport.
563 5. Ten percent shall be distributed as grants for programs
564 that promote and support the construction of fields and soccer
565 specific infrastructure.
566 6. Ten percent shall be distributed as grants for programs
567 that foster and promote health, physical fitness, and
568 educational opportunities through soccer.
569 7. Five percent shall be expended by the Lighthouse Soccer
570 Foundation, Inc., for administrative costs directly associated
571 with the foundation’s operations as they relate to the
572 management and distribution of the proceeds.
573 (57) DONATE ORGANS-PASS IT ON LICENSE PLATES.—
574 (a) The department shall develop a Donate Organs-Pass It On
575 license plate as provided in this section. The word “Florida”
576 must appear at the top of the plate, and the words “Donate
577 Organs-Pass It On” must appear at the bottom of the plate.
578 (b) The annual use fees shall be distributed to Transplant
579 Foundation, Inc., and shall use up to 10 percent of the proceeds
580 from the annual use fee for marketing and administrative costs
581 that are directly associated with the management and
582 distribution of the proceeds. The remaining proceeds shall be
583 used to provide statewide grants for patient services, including
584 preoperative, rehabilitative, and housing assistance; organ
585 donor education and awareness programs; and statewide medical
586 research.
587 (63)(66) IN GOD WE TRUST LICENSE PLATES.—
588 (a) The department shall develop an In God We Trust license
589 plate as provided in this section. However, the requirements of
590 s. 320.08053 must be met before the plates are issued. In God We
591 Trust license plates must bear the colors and design approved by
592 the department. The word “Florida” must appear at the top of the
593 plate, and the words “In God We Trust” must appear in the body
594 of the plate.
595 (b) The license plate annual use fees shall be distributed
596 to the In God We Trust Foundation, Inc., which may use up to 10
597 percent of the proceeds to offset marketing, administration, and
598 promotion, and the remainder of the proceeds to address the
599 needs of the military community and the public safety community;
600 provide educational grants and scholarships to foster self
601 reliance and stability in Florida’s children; and provide
602 education in to fund educational scholarships for the children
603 of Florida residents who are members of the United States Armed
604 Forces, the National Guard, and the United States Armed Forces
605 Reserve and for the children of public safety employees who have
606 died in the line of duty who are not covered by existing state
607 law. Funds shall also be distributed to other s. 501(c)(3)
608 organizations that may apply for grants and scholarships and to
609 provide educational grants to public and private schools
610 regarding to promote the historical and religious significance
611 of religion in American and Florida history. The In God We Trust
612 Foundation, Inc., shall distribute the license plate annual use
613 fees in the following manner:
614 1. The In God We Trust Foundation, Inc., shall retain all
615 revenues from the sale of such plates until all startup costs
616 for developing and establishing the plate have been recovered.
617 2. Ten percent of the funds received by the In God We Trust
618 Foundation, Inc., shall be expended for administrative costs,
619 promotion, and marketing of the license plate directly
620 associated with the operations of the In God We Trust
621 Foundation, Inc.
622 3. All remaining funds shall be expended by the In God We
623 Trust Foundation, Inc., for programs.
624 (69) ST. JOHNS RIVER LICENSE PLATES.—
625 (a) The department shall develop a St. Johns River license
626 plate as provided in this section. The St. Johns River license
627 plates must bear the colors and design approved by the
628 department. The word “Florida” must appear at the top of the
629 plate, and the words “St. Johns River” must appear at the bottom
630 of the plate.
631 (b) The requirements of s. 320.08053 must be met prior to
632 the issuance of the plate. Thereafter, the license plate annual
633 use fees shall be distributed to the St. Johns River Alliance,
634 Inc., a s. 501(c)(3) nonprofit organization, which shall
635 administer the fees as follows:
636 1. The St. Johns River Alliance, Inc., shall retain the
637 first $60,000 of the annual use fees as direct reimbursement for
638 administrative costs, startup costs, and costs incurred in the
639 development and approval process. Thereafter, up to 10 percent
640 of the annual use fee revenue may be used for administrative
641 costs directly associated with education programs, conservation,
642 research, and grant administration of the organization, and up
643 to 10 percent may be used for promotion and marketing of the
644 specialty license plate.
645 2. At least 30 percent of the fees shall be available for
646 competitive grants for targeted community-based or county-based
647 research or projects for which state funding is limited or not
648 currently available. The remaining 50 percent shall be directed
649 toward community outreach and access programs. The competitive
650 grants shall be administered and approved by the board of
651 directors of the St. Johns River Alliance, Inc. A grant advisory
652 committee shall be composed of six members chosen by the St.
653 Johns River Alliance board members.
654 3. Any remaining funds shall be distributed with the
655 approval of and accountability to the board of directors of the
656 St. Johns River Alliance, Inc., and shall be used to support
657 activities contributing to education, outreach, and springs
658 conservation.
659 (70) HISPANIC ACHIEVERS LICENSE PLATES.—
660 (a) Notwithstanding the requirements of s. 320.08053, the
661 department shall develop a Hispanic Achievers license plate as
662 provided in this section. The plate must bear the colors and
663 design approved by the department. The word “Florida” must
664 appear at the top of the plate, and the words “Hispanic
665 Achievers” must appear at the bottom of the plate.
666 (b) The proceeds from the license plate annual use fee
667 shall be distributed to National Hispanic Corporate Achievers,
668 Inc., a nonprofit corporation under s. 501(c)(3) of the Internal
669 Revenue Code, to fund grants to nonprofit organizations to
670 operate programs and provide scholarships and for marketing the
671 Hispanic Achievers license plate. National Hispanic Corporate
672 Achievers, Inc., shall establish a Hispanic Achievers Grant
673 Council that shall provide recommendations for statewide grants
674 from available Hispanic Achievers license plate proceeds to
675 nonprofit organizations for programs and scholarships for
676 Hispanic and minority Floridians. National Hispanic Corporate
677 Achievers, Inc., shall also establish a Hispanic Achievers
678 License Plate Fund. Moneys in the fund shall be used by the
679 grant council as provided in this paragraph. All funds received
680 under this subsection must be used in this state.
681 (c) National Hispanic Corporate Achievers, Inc., may retain
682 all proceeds from the annual use fee until documented startup
683 costs for developing and establishing the plate have been
684 recovered. Thereafter, the proceeds from the annual use fee
685 shall be used as follows:
686 1. Up to 5 percent of the proceeds may be used for the cost
687 of administration of the Hispanic Achievers License Plate Fund,
688 the Hispanic Achievers Grant Council, and related matters.
689 2. Funds may be used as necessary for annual audit or
690 compliance affidavit costs.
691 3. Up to 20 percent of the proceeds may be used to market
692 and promote the Hispanic Achievers license plate.
693 4. Twenty-five percent of the proceeds shall be used by the
694 Hispanic Corporate Achievers, Inc., located in Seminole County,
695 for grants.
696 5. The remaining proceeds shall be available to the
697 Hispanic Achievers Grant Council to award grants for services,
698 programs, or scholarships for Hispanic and minority individuals
699 and organizations throughout Florida. All grant recipients must
700 provide to the Hispanic Achievers Grant Council an annual
701 program and financial report regarding the use of grant funds.
702 Such reports must be available to the public.
703 (d) Effective July 1, 2014, the Hispanic Achievers license
704 plate will shift into the presale voucher phase, as provided in
705 s. 320.08053(2)(b). National Hispanic Corporate Achievers, Inc.,
706 shall have 24 months to record a minimum of 1,000 sales. Sales
707 include existing active plates and vouchers sold subsequent to
708 July 1, 2014. During the voucher period, new plates may not be
709 issued, but existing plates may be renewed. If, at the
710 conclusion of the 24-month presale period, the requirement of a
711 minimum of 1,000 sales has been met, the department shall resume
712 normal distribution of the Hispanic Achievers license plate. If,
713 after 24 months, the minimum of 1,000 sales has not been met,
714 the department shall discontinue the Hispanic Achievers license
715 plate. This subsection is repealed June 30, 2016.
716 (75)(80) FALLEN LAW ENFORCEMENT OFFICERS LICENSE PLATES.—
717 (b) The annual use fees shall be distributed to the Police
718 and Kids Foundation, Inc., which may use up to a maximum of 10
719 percent of the proceeds for marketing to promote and market the
720 plate. All remaining The remainder of the proceeds shall be
721 distributed to and used by the Police and Kids Foundation, Inc.,
722 for its operations, activities, programs, and projects to invest
723 and reinvest, and the interest earnings shall be used for the
724 operation of the Police and Kids Foundation, Inc.
725 (79)(84) BLUE ANGELS LICENSE PLATES.—
726 (a) The department shall develop a Blue Angels license
727 plate as provided in this section and s. 320.08053. The plate
728 must bear the colors and design approved by the department. The
729 word “Florida” must appear at the top of the plate, and the
730 words “Home of the Blue Angels” must appear at the bottom of the
731 plate; however, the development of the plate is contingent upon
732 the enactment of legislation creating an annual use fee under s.
733 320.08056 for the Blue Angels license plate.
734 (80) DUCKS UNLIMITED LICENSE PLATES.—
735 (a) The department shall develop a Ducks Unlimited license
736 plate as provided in this section and s. 320.08053. The plate
737 must bear the colors and design approved by the department. The
738 word “Florida” must appear at the top of the plate, and the
739 words “Conserving Florida Wetlands” must appear at the bottom of
740 the plate.
741 (b) The annual use fees from the sale of the plate shall be
742 distributed to Ducks Unlimited, Inc., a nonprofit corporation
743 under s. 501(c)(3) of the Internal Revenue Code, to be used as
744 follows:
745 1. Up to 5 percent of the proceeds may be used for
746 administrative costs and marketing of the plate.
747 2. At least 95 percent of the proceeds shall be used in
748 this state to support the mission and efforts of Ducks
749 Unlimited, Inc., to conserve, restore, and manage Florida
750 wetlands and associated habitats for the benefit of waterfowl,
751 other wildlife, and people.
752 (81) AUBURN UNIVERSITY LICENSE PLATES.—
753 (a) The department shall develop an Auburn University
754 license plate as provided in this section and s. 320.08053. The
755 plate must bear the colors and design approved by the
756 department. The word “Florida” must appear at the top of the
757 plate, and the words “War Eagle” must appear at the bottom of
758 the plate.
759 (b) The annual use fees from the sale of the plate shall be
760 distributed annually as follows:
761 1. Up to 10 percent of the moneys raised from the sale of
762 the plates may be used for continuing marketing and promotion of
763 the plates by the Tampa Bay Auburn Club.
764 2. In each school district that has a district
765 prekindergarten through grade 12 public school foundation or a
766 direct-support organization, the moneys raised in that school
767 district through the sale of Auburn University license plates
768 must be distributed to the foundation or organization for
769 enhancing educational programs.
770 3. In each school district that does not have a district
771 prekindergarten through grade 12 public school foundation or a
772 direct-support organization, the moneys raised in that school
773 district through the sale of Auburn University license plates
774 must be distributed to the district school board and must be
775 used at the discretion of the board for enhancing educational
776 programs.
777 (82) BEAT CHILDHOOD CANCER LICENSE PLATES.—
778 (a) The department shall develop a Beat Childhood Cancer
779 license plate as provided in this section and s. 320.08053. The
780 plate must bear the colors and design approved by the
781 department. The word “Florida” must appear at the top of the
782 plate, and the words “Beat Childhood Cancer” must appear at the
783 bottom of the plate.
784 (b) The annual use fees from the sale of the plate shall be
785 distributed as follows:
786 1. Seventy-five percent of the proceeds shall be
787 distributed to Beat Nb, Inc., which may use up to 10 percent of
788 its proceeds for administrative costs directly associated with
789 the operation of the corporation and for marketing and promoting
790 the plate. All remaining proceeds shall be used by the
791 corporation to fund pediatric cancer treatment and research.
792 2. Twenty-five percent of the proceeds shall be distributed
793 to the Ryan Callahan Foundation, Inc., a nonprofit corporation
794 under s. 501(c)(3) of the Internal Revenue Code. Its proceeds
795 shall be used by the corporation to fund pediatric cancer
796 treatment and research.
797 (83) WALT DISNEY WORLD LICENSE PLATES.—
798 (a) The department shall develop a Walt Disney World
799 license plate as provided in this section and s. 320.08053. The
800 plate must bear the colors and design approved by the
801 department. The word “Florida” must appear at the top of the
802 plate, and the words “Walt Disney World” must appear at the
803 bottom of the plate.
804 (b) The annual use fees from the sale of the plate shall be
805 distributed to the Make-A-Wish Foundation of Central and
806 Northern Florida, Inc., a nonprofit organization under s.
807 501(c)(3) of the Internal Revenue Code. Up to 10 percent of the
808 proceeds from the sale of such plates may be used for
809 administrative and marketing costs. All remaining proceeds from
810 the annual use fees shall be used by the Make-a-Wish Foundation
811 of Central and Northern Florida, Inc., for activities and
812 programs for families with critically ill children.
813 (84) FLORIDA 4-H LICENSE PLATES.—
814 (a) The department shall develop a Florida 4-H license
815 plate as provided in this section and s. 320.08053. The plate
816 must bear the colors and design approved by the department. The
817 word “Florida” must appear at the top of the plate, and the term
818 “4-H” must appear at the bottom of the plate.
819 (b) The annual use fees from the sale of the plate shall be
820 distributed to Florida 4-H and used for the following purposes:
821 1. Up to 10 percent of the fees may be used for
822 administrative and marketing costs of the plate.
823 2. Twenty percent must be used to support leadership
824 development in this state, including leadership development
825 programs operated by 4-H University, state agencies, and the
826 Legislature.
827 3. Twenty percent must be used to support competitive teams
828 in this state.
829 4. The remainder must be used to support Florida 4-H camps
830 under the Florida 4-H program as designated by the University of
831 Florida.
832 (85) DONATE LIFE FLORIDA LICENSE PLATES.—
833 (a) The department shall develop a Donate Life Florida
834 license plate as provided in this section and s. 320.08053. The
835 plate must bear the colors and design approved by the
836 department. The word “Florida” must appear at the top of the
837 plate, and the words “Donors Save Lives” must appear at the
838 bottom of the plate.
839 (b) The annual use fees from the sale of the plate shall be
840 distributed to Donate Life Florida, which may use up to 10
841 percent of the proceeds for marketing and administrative costs.
842 All remaining proceeds from the annual use fees shall be used by
843 Donate Life Florida to educate Florida residents on the
844 importance of organ, tissue, and eye donation and for the
845 continued maintenance of the Joshua Abbott Organ and Tissue
846 Donor Registry.
847 (86) FLORIDA STATE BEEKEEPERS ASSOCIATION LICENSE PLATES.—
848 (a) The department shall develop a Florida State Beekeepers
849 Association license plate as provided in this section and s.
850 320.08053. The plate must bear the colors and design approved by
851 the department. The word “Florida” must appear at the top of the
852 plate, and the words “Save the Bees” must appear at the bottom
853 of the plate.
854 (b) The annual use fees shall be distributed to the Florida
855 State Beekeepers Association, a Florida nonprofit corporation.
856 The Florida State Beekeepers Association may use up to 10
857 percent of the proceeds for administrative, promotional, and
858 marketing costs of the license plate.
859 (c) All remaining proceeds shall be distributed to the
860 Florida State Beekeepers Association and shall be used to raise
861 awareness of the importance of beekeeping to Florida agriculture
862 by funding honeybee research, education, outreach, and
863 husbandry. The Florida State Beekeepers Association board of
864 managers must approve and is accountable for all such
865 expenditures.
866 (87) ROTARY LICENSE PLATES.—
867 (a) The department shall develop a Rotary license plate as
868 provided in this section and s. 320.08053. The plate must bear
869 the colors and design approved by the department. The word
870 “Florida” must appear at the top of the plate, and the word
871 “Rotary” must appear on the bottom of the plate. The license
872 plate must bear the Rotary International wheel emblem.
873 (b) The annual use fees shall be distributed to the
874 Community Foundation of Tampa Bay, Inc., to be used as follows:
875 1. Up to 10 percent of the proceeds may be used for
876 administrative costs and for marketing of the plate.
877 2. Ten percent of the proceeds shall be distributed to
878 Rotary’s Camp Florida for direct support to all programs and
879 services provided to children with special needs who attend the
880 camp.
881 3. All remaining proceeds shall be distributed,
882 proportionally based on sales, to each Rotary district in the
883 state in support of Rotary youth programs in Florida.
884 (88) HIGHWAYMEN LICENSE PLATES.—
885 (a) The department shall develop a Highwaymen license plate
886 as provided in this section and s. 320.08053. The plate must
887 bear the colors and design approved by the department. The word
888 “Florida” must appear at the top of the plate, and the word
889 “Highwaymen” must appear at the bottom of the plate.
890 (b) The annual use fees shall be distributed to the City of
891 Fort Pierce, subject to a city resolution designating the city
892 as the fiscal agent of the license plate. The city may use up to
893 10 percent of the proceeds for administrative costs and
894 marketing of the plate and shall use the remainder of the
895 proceeds as follows:
896 1. Before completion of construction of the Highwaymen
897 Museum and African-American Cultural Center, the city shall
898 distribute at least 15 percent of the proceeds to the St. Lucie
899 Education Foundation, Inc., to fund art education and art
900 projects in public schools within St. Lucie County. All
901 remaining proceeds shall be used by the city to fund the
902 construction of the Highwaymen Museum and African-American
903 Cultural Center.
904 2. Upon completion of construction of the Highwaymen Museum
905 and African-American Cultural Center, the city shall distribute
906 at least 10 percent of the proceeds to the St. Lucie Education
907 Foundation, Inc., to fund art education and art projects in
908 public schools within St. Lucie County. All remaining proceeds
909 shall be used by the city to fund the day-to-day operations of
910 the Highwaymen Museum and African-American Cultural Center.
911 (89) DAN MARINO CAMPUS LICENSE PLATES.—
912 (a) The department shall develop a Dan Marino Campus
913 license plate as provided in this section and s. 320.08053. The
914 plate must bear the colors and design approved by the
915 department. The word “Florida” must appear at the top of the
916 plate, and the words “Marino Campus” must appear at the bottom
917 of the plate.
918 (b) The annual use fees from the sale of the plate shall be
919 distributed to the Dan Marino Foundation, a Florida nonprofit
920 corporation, which may use up to 10 percent of the proceeds for
921 administrative costs and marketing of the plate. All remaining
922 proceeds shall be used by the Dan Marino Foundation to assist
923 Floridians with developmental disabilities in becoming employed,
924 independent, and productive and to promote and fund education
925 scholarships and awareness of these services.
926 (90) ORLANDO CITY SOCCER CLUB LICENSE PLATES.—
927 (a) The department shall develop an Orlando City Soccer
928 Club license plate as provided in paragraph (9)(a).
929 (b) The annual use fees from the sale of the plate shall be
930 distributed and used as provided in paragraph (9)(b).
931 (91) DAUGHTERS OF THE AMERICAN REVOLUTION LICENSE PLATES.—
932 (a) The department shall develop a Daughters of the
933 American Revolution license plate as provided in this section
934 and s. 320.08053. The plate must bear the colors and design
935 approved by the department. The word “Florida” must appear at
936 the top of the plate, and the words “Daughters of the American
937 Revolution” must appear at the bottom of the plate.
938 (b) The annual use fees from the sale of the plate shall be
939 distributed to the Daughters of the American Revolution, a
940 nonprofit organization under s. 501(c)(3) of the Internal
941 Revenue Code. Up to 10 percent of the proceeds may be used for
942 the promotion and marketing of the plate. The remainder of the
943 proceeds shall be used within this state by the Daughters of the
944 American Revolution, a nonpolitical volunteer women’s service
945 organization, to promote patriotism, preserve American history,
946 and secure America’s future through educational programs for
947 local public and private K-12 students and scholarships and
948 other educational funding for underprivileged children.
949 (92) GADSDEN FLAG LICENSE PLATES.—
950 (a) The department shall develop a Gadsden Flag license
951 plate as provided in this section and s. 320.08053. The design
952 of the license plate must replicate the color, layout, and
953 design of the Gadsden Flag. The word “Florida” must appear at
954 the top of the plate, and the words “Don’t Tread on Me” must
955 appear at the bottom of the plate.
956 (b) The annual use fees shall be distributed to the Florida
957 Veterans Foundation, a direct-support organization of the
958 Department of Veterans’ Affairs, and must be used to benefit
959 veterans. Up to 10 percent of the proceeds may be used for
960 continuing promotion and marketing of the license plate.
961 (93) AMERICA THE BEAUTIFUL LICENSE PLATES.—
962 (a) The department shall develop an America the Beautiful
963 license plate as provided in this section and s. 320.08053. The
964 plate must bear the colors and design approved by the
965 department. The word “Florida” must appear at the top of the
966 plate, and the words “America the Beautiful” must appear at the
967 bottom of the plate.
968 (b) The annual use fees from the plate must be distributed
969 to the America the Beautiful Fund as follows: 10 percent to
970 offset administrative costs, marketing, and promotion of the
971 plate and 90 percent for projects and programs teaching
972 character, leadership, and service to Florida youth; the
973 provision of supportive services and assistance to members of
974 the military community; outdoor education advancing the ideal of
975 self-sufficiency; wildlife conservation, including imperiled and
976 managed species; the maintenance of historic or culturally
977 important sites, buildings, structures, or objects; and the
978 development and modification of playgrounds, recreational areas,
979 or other outdoor amenities, including disability access.
980 (94) EXPLORE OFF ROAD FLORIDA LICENSE PLATES.—
981 (a) The department shall develop an Explore Off Road
982 Florida license plate as provided in this section and s.
983 320.08053. The plate must bear the colors and design approved by
984 the department. The word “Florida” must appear at the top of the
985 plate, and the words “Explore Off Road” must appear at the
986 bottom of the plate.
987 (b) The annual use fees from the sale of the plate shall be
988 distributed to the Florida Off Road Foundation, Inc., a
989 nonprofit corporation under s. 501(c)(3) of the Internal Revenue
990 Code. Up to 10 percent of the funds may be used for marketing of
991 the plate, costs directly associated with creation of the plate,
992 and administrative costs related to distribution of proceeds,
993 including annual audit services and compliance affidavit costs.
994 The remainder of the funds shall be used by the Florida Off Road
995 Foundation, Inc., to fund qualified nonprofit organizations that
996 protect and preserve Florida’s natural off-road habitat; educate
997 Floridians about responsible use of the off-road environment;
998 support civilian volunteer programs to promote the use of off
999 road vehicles to assist law enforcement in situations such as
1000 search and rescue; support organized cleanups, trail
1001 maintenance, and restoration; or preserve Florida’s off-road
1002 culture.
1003 (95) AMERICAN EAGLE LICENSE PLATES.—
1004 (a) The department shall develop an American Eagle license
1005 plate as provided in this section and s. 320.08053. The plate
1006 must bear the colors and design approved by the department. The
1007 word “Florida” must appear at the top of the plate, and the
1008 words “In God We Trust” must appear at the bottom of the plate.
1009 (b) The annual use fees from the sale of the plate shall be
1010 distributed to the American Eagle Foundation for deposit in the
1011 foundation’s national endowment fund. Up to 10 percent of the
1012 funds received may be used for administrative costs and
1013 marketing of the plate. The American Eagle Foundation shall use
1014 the remainder of the proceeds to fund public education programs,
1015 rescue and care programs, and other conservation efforts in
1016 Florida that benefit bald eagles.
1017 (96) GUARDIAN AD LITEM LICENSE PLATES.—
1018 (a) The department shall develop a Guardian Ad Litem
1019 license plate as provided in this section and s. 320.08053. The
1020 plate must bear the colors and design approved by the
1021 department. The word “Florida” must appear at the top of the
1022 plate, and the words “Heartfelt Child Advocacy” must appear at
1023 the bottom of the plate.
1024 (b) The annual use fees from the sale of the plate shall be
1025 distributed to the Florida Guardian Ad Litem Foundation, Inc., a
1026 direct-support organization and a nonprofit corporation under s.
1027 501(c)(3) of the Internal Revenue Code. Up to 10 percent of the
1028 proceeds may be used for administrative costs and the marketing
1029 of the plate. The remainder of the proceeds must be used in this
1030 state to support the mission and efforts of the statewide
1031 Guardian Ad Litem Program to represent abused, abandoned, and
1032 neglected children and advocate for their best interests;
1033 recruit and retain volunteer child advocates; and meet the
1034 unique needs of the dependent children the program serves.
1035 (97) JUMBO SHRIMP LICENSE PLATES.—
1036 (a) The department shall develop a Jumbo Shrimp license
1037 plate as provided in this section and s. 320.08053. The plate
1038 must bear the colors and design approved by the department. The
1039 word “Florida” must appear at the top of the plate, and the
1040 words “Jumbo Shrimp” must appear at the bottom of the plate.
1041 (b) The annual use fees from the sale of the plate shall be
1042 distributed to St. Johns Riverkeeper, Inc., a nonprofit
1043 organization under s. 501(c)(3) of the Internal Revenue Code. Up
1044 to 10 percent of the proceeds may be used for the promotion and
1045 marketing of the plate. The remainder of the proceeds shall be
1046 used by St. Johns Riverkeeper, Inc., for programs and activities
1047 related to fulfilling its mission to protect and restore the
1048 health of the St. Johns River.
1049 (98) THANK A LINEMAN LICENSE PLATES.—
1050 (a) The department shall develop a Thank a Lineman license
1051 plate as provided in this section and s. 320.08053. The plate
1052 must bear the colors and design approved by the department. The
1053 word “Florida” must appear at the top of the plate, and the
1054 words “Thank a Lineman” must appear at the bottom of the plate.
1055 (b) The annual use fees from the sale of the plate shall be
1056 distributed to the Lake-Sumter State College Foundation, Inc., a
1057 nonprofit Florida corporation under s. 501(c)(3) of the Internal
1058 Revenue Code, to fund scholarships for students enrolled in the
1059 Electrical Distribution Technology Program at Lake-Sumter State
1060 College. Up to 10 percent of the funds received by the Lake
1061 Sumter State College Foundation, Inc., may be used for marketing
1062 of the plate and costs directly associated with the
1063 administration of the foundation.
1064 (99) BEST BUDDIES LICENSE PLATES.—
1065 (a) The department shall develop a Best Buddies license
1066 plate as provided in this section and s. 320.08053. The plate
1067 must bear the colors and design approved by the department. The
1068 word “Florida” must appear at the top of the plate, and the term
1069 “BestBuddies.org” must appear at the bottom of the plate.
1070 (b) The annual use fees from the sale of the plate shall be
1071 distributed to Best Buddies International, Inc., a nonprofit
1072 corporation under s. 501(c)(3) of the Internal Revenue Code,
1073 which may use up to 10 percent of the fees for administrative
1074 costs and marketing of the plate. The balance of the fees shall
1075 be used by Best Buddies International, Inc., to create
1076 opportunities for one-to-one friendships, integrated employment,
1077 leadership development, and inclusive living for individuals
1078 with intellectual and developmental disabilities.
1079 (100) UNIVERSITY OF GEORGIA LICENSE PLATES.—
1080 (a) The department shall develop a University of Georgia
1081 license plate as provided in this section and s. 320.08053. The
1082 plate must bear the colors and design approved by the
1083 department. The word “Florida” must appear at the top of the
1084 plate, and the words “The University of Georgia” must appear at
1085 the bottom of the plate.
1086 (b) The annual use fees from the sale of the plate shall be
1087 distributed annually as follows:
1088 1. Up to 10 percent of the moneys raised from the sale of
1089 the plates may be used for continuing marketing and promotion of
1090 the plates by the Georgia Bulldog Club of Jacksonville.
1091 2. In each school district that has a district
1092 prekindergarten through grade 12 public school foundation or a
1093 direct-support organization, the moneys raised in that school
1094 district through the sale of University of Georgia license
1095 plates must be distributed to the foundation or organization for
1096 enhancing educational programs.
1097 3. In each school district that does not have a district
1098 prekindergarten through grade 12 public school foundation or a
1099 direct-support organization, the moneys raised in that school
1100 district through the sale of University of Georgia license
1101 plates must be distributed to the district school board and must
1102 be used at the discretion of the board for enhancing educational
1103 programs.
1104 (101) ETHICAL ECOTOURISM LICENSE PLATES.—
1105 (a) The department shall develop an Ethical Ecotourism
1106 license plate as provided in this section and s. 320.08053. The
1107 word “Florida” must appear at the top of the plate, and words
1108 that are approved by the department must appear at the bottom of
1109 the plate.
1110 (b) The annual use fees from the sale of the plate must be
1111 distributed equally between the Florida Society for Ethical
1112 Ecotourism and Paddle Florida, Inc., each of which may use up to
1113 10 percent of such proceeds for administrative costs and the
1114 marketing of the plate. The remaining proceeds must be used by
1115 the Florida Society for Ethical Ecotourism to provide
1116 environmental education and awareness that encourage behaviors
1117 that contribute to the sustainability of Florida’s natural
1118 ecosystems and resources, and by Paddle Florida, Inc., to raise
1119 awareness about water conservation, wildlife preservation,
1120 restoration of springs, and protection of waterways in this
1121 state.
1122 (102) FLORIDA BAY FOREVER LICENSE PLATES.—
1123 (a) The department shall develop a Florida Bay Forever
1124 license plate as provided in this section and s. 320.08053. The
1125 plate must bear the colors and design approved by the
1126 department. The word “Florida” must appear at the top of the
1127 plate, and the words “Florida Bay Forever” must appear at the
1128 bottom of the plate.
1129 (b) The annual use fees from the sale of the plate shall be
1130 distributed to the Florida National Park Association, Inc.,
1131 which may use up to 10 percent of the proceeds for
1132 administrative costs and marketing of the plate. All remaining
1133 proceeds shall be used to supplement the Everglades National
1134 Park’s budgets and to support educational, interpretive,
1135 historical, and scientific research relating to the Everglades
1136 National Park.
1137 (103) BONEFISH AND TARPON TRUST LICENSE PLATES.—
1138 (a) The department shall develop a Bonefish and Tarpon
1139 Trust license plate as provided in this section and s.
1140 320.08053. The plate must bear the colors and design approved by
1141 the department. The word “Florida” must appear at the top of the
1142 plate, and the words “Bonefish and Tarpon Trust” must appear at
1143 the bottom of the plate.
1144 (b) The annual use fees from the sale of the plate shall be
1145 distributed to the Bonefish and Tarpon Trust, which may use up
1146 to 10 percent of the proceeds to promote and market the license
1147 plate. All remaining proceeds shall be used to conserve and
1148 enhance Florida bonefish and tarpon fisheries and their
1149 respective environments through stewardship, research,
1150 education, and advocacy.
1151 (104) COASTAL CONSERVATION ASSOCIATION LICENSE PLATES.—
1152 (a) The department shall develop a Coastal Conservation
1153 Association license plate as provided in this section and s.
1154 320.08053. The plate must bear the colors and design approved by
1155 the department. The word “Florida” must appear at the top of the
1156 plate, and the words “Conserve Florida’s Fisheries” must appear
1157 at the bottom of the plate.
1158 (b) The annual use fees from the sale of the plate shall be
1159 distributed to Coastal Conservation Association Florida, a
1160 nonprofit corporation under s. 501(c)(3) of the Internal Revenue
1161 Code, to be used as follows:
1162 1. Up to 10 percent of the proceeds may be used for
1163 administrative costs and to promote and market the plate.
1164 2. The remainder of the proceeds shall be used to support
1165 the mission and efforts of Coastal Conservation Association
1166 Florida for habitat enhancement and restoration, saltwater
1167 fisheries conservation, and education; to advise the public on
1168 the conservation of marine resources; and to promote and enhance
1169 the present and future availability of those coastal resources
1170 for the benefit and enjoyment of the general public.
1171 (105) JOHNSON AND WALES UNIVERSITY LICENSE PLATES.—
1172 (a) The department shall develop a Johnson and Wales
1173 University license plate as provided in this section and s.
1174 320.08053. The plate must bear the colors and design approved by
1175 the department. The word “Florida” must appear at the top of the
1176 plate, the words “Johnson and Wales University” must appear at
1177 the bottom of the plate, and the official Johnson and Wales
1178 University logo must appear on the left side of the plate.
1179 (b) The license plate annual use fees shall be distributed
1180 to Johnson and Wales University-North Miami, which may use up to
1181 10 percent of the proceeds to promote and market the plate. The
1182 remainder of the proceeds shall be used by Johnson and Wales
1183 University-North Miami, a Johnson and Wales University
1184 organization under s. 501(c)(3) of the Internal Revenue Code, to
1185 fund its charitable activities, including, but not limited to,
1186 student need-based scholarships.
1187 (106) FLORIDA STANDS WITH ISRAEL LICENSE PLATES.—
1188 (a) The department shall develop a Florida Stands with
1189 Israel license plate as provided in this section and s.
1190 320.08053. The plate must bear the colors and design approved by
1191 the department. The word “Florida” must appear at the top of the
1192 plate, and the words “Florida Stands with Israel” must appear at
1193 the bottom of the plate.
1194 (b) The annual use fees from the sale of the plate must be
1195 distributed to the Hatzalah of Miami-Dade, Inc., to be used as
1196 follows:
1197 1. Ten percent must be used solely for the promotion and
1198 marketing of the plate.
1199 2. Ninety percent must be used by Hatzalah of Miami-Dade,
1200 Inc., to assist in training and deploying first responders to
1201 expedite emergency response.
1202 (107) GIVE KIDS THE WORLD LICENSE PLATES.—
1203 (a) The department shall develop a Give Kids The World
1204 license plate as provided in this section and s. 320.08053. The
1205 plate must bear the colors and design approved by the
1206 department. The word “Florida” must appear at the top of the
1207 plate, and the words “Give Kids The World” must appear at the
1208 bottom of the plate.
1209 (b) The annual use fees from the sale of the plate shall be
1210 distributed to Give Kids The World, Inc., a nonprofit
1211 organization under s. 501(c)(3) of the Internal Revenue Code. Up
1212 to 10 percent of the proceeds may be used for the promotion and
1213 marketing of the plate. The remainder of the proceeds shall be
1214 used by Give Kids The World, Inc., to support their mission of
1215 providing week-long, cost-free vacations to children with
1216 critical illnesses and their families.
1217 (108) MARINE CORPS LEAGUE LICENSE PLATES.—
1218 (a) The department shall develop a Marine Corps League
1219 license plate as provided in this section and s. 320.08053. The
1220 plate must bear the colors and design approved by the
1221 department. The word “Florida” must appear at the top center of
1222 the plate, and the words “Marine Corps League” must appear at
1223 the bottom of the plate.
1224 (b) The annual use fees from the sale of the plate shall be
1225 distributed to the Marine Corps League, Inc., Department of
1226 Florida as follows:
1227 1. Up to 10 percent of the proceeds may be used for
1228 administrative costs and to promote and market the plate.
1229 2. At least 15 percent shall be distributed to the
1230 Operations and Maintenance Trust Fund within the Department of
1231 Veterans’ Affairs to be used to support program operations that
1232 benefit veterans or the operation, maintenance, or construction
1233 of domiciliary and nursing homes for veterans, subject to the
1234 requirements of chapter 216.
1235 3. At least 40 percent shall be distributed to the Marine
1236 Corps League John Piazza Memorial Scholarship Fund to fund
1237 scholarships and assist Marine Corps Junior ROTC and Young
1238 Marine programs in this state.
1239 4. At least 20 percent shall support the Marine Corps
1240 League efforts in disaster relief, aiding and rendering
1241 assistance to all Marines and former Marines and to their widows
1242 and orphans in this state.
1243 5. At least 15 percent shall be distributed to the Injured
1244 Warriors Fund of Florida to assist those warriors injured in
1245 combat residing in this state.
1246 (109) K9S UNITED LICENSE PLATES.—
1247 (a) The department shall develop a K9s United license plate
1248 as provided in this section and s. 320.08053. The plate must
1249 bear the colors and design approved by the department. The word
1250 “Florida” must appear at the top of the plate, and the words
1251 “K9s United” must appear at the bottom of the plate.
1252 (b) The annual use fees from the sale of the plate shall be
1253 distributed to K9s United, Inc., a nonprofit organization under
1254 s. 501(c)(3) of the Internal Revenue Code. Up to 10 percent of
1255 the proceeds may be used for the promotion and marketing of the
1256 plate. The remainder of the proceeds shall be used by K9s
1257 United, Inc., to support K9 units throughout the state.
1258 (110) FLORIDA NATIVE LICENSE PLATES.—
1259 (a) The department shall develop a Florida Native license
1260 plate as provided in this section and s. 320.08053. The word
1261 “Florida” must appear at the top of the plate, and the word
1262 “Native” must appear at the bottom of the plate. The plate must
1263 contain a camouflage background including leaves, flowers, or
1264 fronds of a minimum of five different Florida native plants.
1265 (b)1. The department shall retain all annual use fees from
1266 the sale of the plate until all startup costs for developing and
1267 issuing the plate have been recovered.
1268 2. Thereafter, the annual use fees from the sale of the
1269 plate shall be distributed to the Florida Native Plant Society,
1270 a Florida nonprofit corporation, which may use a maximum of 10
1271 percent of the fees for administrative costs and to market and
1272 promote the plate. The balance of the fees shall be used by the
1273 Florida Native Plant Society to fulfill the mission of the
1274 Florida Native Plant Society, which is to restore and preserve
1275 native Florida plants on private and public lands through
1276 grants, education, and community projects.
1277 (111) UNIVERSITY OF ALABAMA LICENSE PLATES.—
1278 (a) The department shall develop a University of Alabama
1279 license plate as provided in this section and s. 320.08053. The
1280 plate must bear the colors and design approved by the
1281 department. The word “Florida” must appear at the top of the
1282 plate, and the words “Roll Tide” must appear at the bottom of
1283 the plate.
1284 (b) The annual use fees from the sale of the plate shall be
1285 distributed annually as follows:
1286 1. Up to 10 percent of the moneys raised from the sale of
1287 the plates may be used for continuing marketing and promotion of
1288 the plates by the Pensacola Bama Club.
1289 2. In each school district that has a district
1290 prekindergarten through grade 12 public school foundation or a
1291 direct-support organization, the moneys raised in that school
1292 district through the sale of University of Alabama license
1293 plates must be distributed to the foundation or organization for
1294 enhancing educational programs.
1295 3. In each school district that does not have a district
1296 prekindergarten through grade 12 public school foundation or a
1297 direct-support organization, the moneys raised in that school
1298 district through the sale of University of Alabama license
1299 plates must be distributed to the district school board and must
1300 be used at the discretion of the board for enhancing educational
1301 programs.
1302 Section 9. Paragraph (b) of subsection (1) of section
1303 320.08062, Florida Statutes, is amended to read:
1304 320.08062 Audits and attestations required; annual use fees
1305 of specialty license plates.—
1306 (1)
1307 (b) Any organization not subject to audit pursuant to s.
1308 215.97 shall annually attest, under penalties of perjury, that
1309 such proceeds were used in compliance with ss. 320.08056 and
1310 320.08058. The attestation shall be made annually in a form and
1311 format determined by the department. In addition, the department
1312 shall audit any such organization every 3 years to ensure
1313 proceeds have been used in compliance with ss. 320.08056 and
1314 320.08058.
1315 Section 10. Paragraph (b) of subsection (4) of section
1316 320.08068, Florida Statutes, is amended to read:
1317 320.08068 Motorcycle specialty license plates.—
1318 (4) A license plate annual use fee of $20 shall be
1319 collected for each motorcycle specialty license plate. Annual
1320 use fees shall be distributed as follows:
1321 (b) Twenty percent to Preserve Vision Prevent Blindness
1322 Florida.
1323 Section 11. Subsections (5), (6), and (7) of section
1324 320.0807, Florida Statutes, are amended to read:
1325 320.0807 Special license plates for Governor and federal
1326 and state legislators.—
1327 (5) Upon application by any current or former President of
1328 the Senate and payment of the fees prescribed by s. 320.0805,
1329 the department may issue a license plate stamped “Senate
1330 President” followed by the number assigned by the department or
1331 chosen by the applicant if it is not already in use. Upon
1332 application by any current or former Speaker of the House of
1333 Representatives and payment of the fees prescribed by s.
1334 320.0805, the department may issue a license plate stamped
1335 “House Speaker” followed by the number assigned by the
1336 department or chosen by the applicant if it is not already in
1337 use. The applicant must have served as President of the Senate
1338 or Speaker of the House of Representatives prior to January 1,
1339 2021.
1340 (6)(a) Upon application by any former member of Congress or
1341 former member of the state Legislature, payment of the fees
1342 prescribed by s. 320.0805, and payment of a one-time fee of
1343 $500, the department may issue a former member of Congress,
1344 state senator, or state representative a license plate stamped
1345 “Retired Congress,” “Retired Senate,” or “Retired House,” as
1346 appropriate, for a vehicle owned by the former member.
1347 (b) To qualify for a Retired Congress, Retired Senate, or
1348 Retired House prestige license plate, a former member must have
1349 served at least 4 years as a member of Congress, state senator,
1350 or state representative, respectively, and must have served at
1351 least 2 years as a state senator or a state representative prior
1352 to January 1, 2021.
1353 (c) Four hundred fifty dollars of the one-time fee
1354 collected under paragraph (a) shall be distributed to the
1355 account of the direct-support organization established pursuant
1356 to s. 272.136 and used for the benefit of the Florida Historic
1357 Capitol Museum, and the remaining $50 shall be deposited into
1358 the Highway Safety Operating Trust Fund.
1359 (7) The department may create a unique plate design for
1360 plates to be used by members or former members of the
1361 Legislature or Congress as provided in subsections (2), (5), and
1362 (6).
1363 Section 12. Section 320.0875, Florida Statutes, is created
1364 to read:
1365 320.0875 Purple Heart special motorcycle license plate.—
1366 (1) Upon application to the department and payment of the
1367 license tax for the motorcycle as provided in s. 320.08, a
1368 resident of the state who owns or leases a motorcycle that is
1369 not used for hire or commercial use shall be issued a Purple
1370 Heart special motorcycle license plate if he or she provides
1371 documentation acceptable to the department that he or she is a
1372 recipient of the Purple Heart medal.
1373 (2) The Purple Heart special motorcycle license plate shall
1374 be stamped with the term “Combat-wounded Veteran” followed by
1375 the serial number of the license plate. The Purple Heart special
1376 motorcycle license plate may have the term “Purple Heart”
1377 stamped on the plate and the likeness of the Purple Heart medal
1378 appearing on the plate.
1379 Section 13. Paragraphs (b) and (c) of subsection (1) of
1380 section 320.089, Florida Statutes, are redesignated as
1381 paragraphs (c) and (d), respectively, paragraph (a) of that
1382 subsection is amended, and a new paragraph (b) is added to that
1383 subsection, to read:
1384 320.089 Veterans of the United States Armed Forces; members
1385 of National Guard; survivors of Pearl Harbor; Purple Heart medal
1386 recipients; Bronze Star recipients; active or retired United
1387 States Armed Forces reservists; Combat Infantry Badge, Combat
1388 Medical Badge, or Combat Action Badge recipients; Combat Action
1389 Ribbon recipients; Air Force Combat Action Medal recipients;
1390 Distinguished Flying Cross recipients; former prisoners of war;
1391 Korean War Veterans; Vietnam War Veterans; Operation Desert
1392 Shield Veterans; Operation Desert Storm Veterans; Operation
1393 Enduring Freedom Veterans; Operation Iraqi Freedom Veterans;
1394 Women Veterans; World War II Veterans; and Navy Submariners;
1395 special license plates; fee.—
1396 (1)(a) Each owner or lessee of an automobile or truck for
1397 private use or recreational vehicle as specified in s.
1398 320.08(9)(c) or (d), which is not used for hire or commercial
1399 use, who is a resident of the state and a veteran of the United
1400 States Armed Forces, a Woman Veteran, a World War II Veteran, a
1401 Navy Submariner, an active or retired member of the Florida
1402 National Guard, a survivor of the attack on Pearl Harbor, a
1403 recipient of the Purple Heart medal, a recipient of the Bronze
1404 Star, an active or retired member of any branch of the United
1405 States Armed Forces Reserve, or a recipient of the Combat
1406 Infantry Badge, Combat Medical Badge, Combat Action Badge,
1407 Combat Action Ribbon, Air Force Combat Action Medal, or
1408 Distinguished Flying Cross, upon application to the department,
1409 accompanied by proof of release or discharge from any branch of
1410 the United States Armed Forces, proof of active membership or
1411 retired status in the Florida National Guard, proof of
1412 membership in the Pearl Harbor Survivors Association or proof of
1413 active military duty in Pearl Harbor on December 7, 1941, proof
1414 of being a Purple Heart medal recipient, proof of being a Bronze
1415 Star recipient, proof of active or retired membership in any
1416 branch of the United States Armed Forces Reserve, or proof of
1417 membership in the Combat Infantrymen’s Association, Inc., proof
1418 of being a recipient of the Combat Infantry Badge, Combat
1419 Medical Badge, Combat Action Badge, Combat Action Ribbon, Air
1420 Force Combat Action Medal, or Distinguished Flying Cross, and
1421 upon payment of the license tax for the vehicle as provided in
1422 s. 320.08, shall be issued a license plate as provided by s.
1423 320.06 which, in lieu of the serial numbers prescribed by s.
1424 320.06, is stamped with the words “Veteran,” “Woman Veteran,”
1425 “WWII Veteran,” “Navy Submariner,” “National Guard,” “Pearl
1426 Harbor Survivor,” “Combat-wounded veteran,” “Bronze Star,” “U.S.
1427 Reserve,” “Combat Infantry Badge,” “Combat Medical Badge,”
1428 “Combat Action Badge,” “Combat Action Ribbon,” “Air Force Combat
1429 Action Medal,” or “Distinguished Flying Cross,” as appropriate,
1430 and a likeness of the related campaign medal or badge, followed
1431 by the serial number of the license plate. Additionally, the
1432 Purple Heart plate may have the words “Purple Heart” stamped on
1433 the plate and the likeness of the Purple Heart medal appearing
1434 on the plate.
1435 (b) The military members listed in paragraph (a) are
1436 eligible to be issued special veteran’s motorcycle license
1437 plates. The veteran’s motorcycle license plate design shall be
1438 the same as the design for the motor vehicle “Veteran” and
1439 “Woman Veteran” special license plate. The word “Veteran” or
1440 “Woman Veteran” shall be displayed at the bottom of the
1441 motorcycle license plate.
1442 Section 14. Subsection (3) of section 320.0891, Florida
1443 Statutes, is amended to read:
1444 320.0891 U.S. Paratroopers license plate.—
1445 (3) Each owner or lessee of an automobile or truck for
1446 private use, truck weighing not more than 7,999 pounds, or
1447 recreational vehicle as specified in s. 320.08(9)(c) or (d),
1448 which is not used for hire or commercial use, who is a resident
1449 of this state and who meets the qualifications contained in
1450 subsection (2) shall, upon application therefor to the
1451 department, with the payment of the taxes and fees described in
1452 subsection (5), be issued a U.S. Paratroopers license plate.
1453 Each application must be accompanied by proof that the applicant
1454 has been decorated as a parachutist, or has completed the U.S.
1455 Army Jump School, or has completed U.S. Army Air Assault School.
1456 Section 15. Paragraph (b) of subsection (3) and paragraph
1457 (a) of subsection (4) of section 320.0894, Florida Statutes, are
1458 amended to read:
1459 320.0894 Motor vehicle license plates to Gold Star family
1460 members.—The department shall develop a special license plate
1461 honoring the family members of servicemembers who have been
1462 killed while serving in the Armed Forces of the United States.
1463 The license plate shall be officially designated as the Gold
1464 Star license plate and shall be developed and issued as provided
1465 in this section.

1467 (b) The surviving spouse and a surviving parent meeting the
1468 requirements in subsection (4) shall each, upon application
1469 therefor, be issued the Gold Star license plate for up to three
1470 vehicles one vehicle per household free of charge. Renewal
1471 decals for the plate issued under this paragraph shall be issued
1472 at no cost.
1473 (4)(a)1.a. The Gold Star license plate shall be issued only
1474 to family members of a servicemember killed while serving in the
1475 Armed Forces of the United States who resided in Florida at the
1476 time of the death of the servicemember.
1477 b. Any family member, as defined in subparagraph 2., of a
1478 servicemember killed while serving may be issued a Gold Star
1479 license plate upon payment of the license tax and appropriate
1480 fees as provided in paragraph (3)(a) without regard to the state
1481 of residence of the servicemember.
1482 2. To qualify for issuance of a Gold Star license plate,
1483 the applicant must be directly related to a fallen servicemember
1484 as spouse, legal mother or father, stepparent, parent through
1485 adoption, foster parent, grandparent, child, stepchild, adopted
1486 child, brother, sister, half brother, or half sister of the
1487 fallen servicemember.
1488 3. A servicemember is deemed to have been killed while in
1489 service as listed by the United States Department of Defense and
1490 may be verified from documentation directly from the Department
1491 of Defense or from its subordinate agencies, such as the Coast
1492 Guard, Reserve, or National Guard.
1493 Section 16. Except as otherwise expressly provided in this
1494 act, this act shall take effect October 1, 2020, but only if HB
1495 387 or similar legislation takes effect, if such legislation is
1496 adopted in the same legislative session or an extension thereof
1497 and becomes a law.
