authorizing annual salary adjustments to base rates of
pay of eligible state employees, beginning as of a
specified date; specifying the manner of calculating
the adjustment; providing exceptions; providing an
        effective date.

board, authority, council, committee, or department of the
executive, legislative, or judicial branches of state
 government.
