       The Committee on Appropriations (Gruters) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 926 - 964
    4  and insert:
    5  not limited to, the address of the property, the manner in which
    6  the property owner was notified concerning the faulty sanitary
    7  sewer lateral, and the date and method of such notification. Any
    8  such notice to a property owner must include methods for
    9  sanitary sewer lateral repairs and for the removal of the
   10  property from the database.
   11         Section 23. Section 166.0481, Florida Statutes, is created
   12  to read:
   13         166.0481Sanitary sewer lateral inspection program.—
   14         (1) As used in this section, the term “sanitary sewer
   15  lateral” means a privately owned pipeline connecting a property
   16  to the main sewer line which is maintained and repaired by the
   17  property owner.
   18         (2)By July 1, 2022, municipalities are encouraged to
   19  establish an evaluation and rehabilitation program for sanitary
   20  sewer laterals on residential and commercial properties within
   21  the municipality’s jurisdiction to identify and reduce
   22  extraneous flow from leaking sanitary sewer laterals. At a
   23  minimum, the program may do all of the following:
   24         (a) Establish a system to identify defective, damaged, or
   25  deteriorated sanitary sewer laterals on residential and
   26  commercial properties within the jurisdiction of the
   27  municipality.
   28         (b) Consider economical methods for a property owner to
   29  repair or replace a defective, damaged, or deteriorated sanitary
   30  sewer lateral.
   31         (c)Establish and maintain a publicly accessible database
   32  to store information concerning properties where a defective,
   33  damaged, or deteriorated sanitary sewer lateral has been
   34  identified. For each property, the database must include, but is
   35  not limited to, the address of the property, the manner in which
   36  the property owner was notified concerning the faulty sanitary
   37  sewer lateral, and the date and method of such notification. Any
   38  such notice to a property owner must include methods for
   39  sanitary sewer lateral repairs and for the removal of the
   40  property from the database.
