2 An act relating to the Early Childhood Music Education
3 Incentive Pilot Program; amending s. 1003.481, F.S.;
4 extending the scheduled expiration of the pilot
5 program; revising an eligibility requirement;
6 conforming a provision to changes made by the act;
7 requiring the University of Florida’s College of
8 Education to collaborate with Florida International
9 University’s school of music for evaluation of the
10 pilot program; requiring that the evaluation be shared
11 with the Florida Center for Partnerships in Arts
12 Integrated Teaching; providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. Section 1003.481, Florida Statutes, is amended
17 to read:
18 1003.481 Early Childhood Music Education Incentive Pilot
19 Program.—
20 (1) Beginning with the 2017-2018 school year, The Early
21 Childhood Music Education Incentive Pilot Program is created
22 within the Department of Education for a period of 3 school
23 years. The purpose of the pilot program is to assist selected
24 school districts in implementing comprehensive music education
25 programs for students in kindergarten through grade 2.
26 (2) In order for A school district is to be eligible for
27 participation in the pilot program if, the superintendent
28 certifies must certify to the Commissioner of Education, in a
29 format prescribed by the department, that specified elementary
30 schools each elementary school within the district have has
31 established a comprehensive music education program that:
32 (a) Includes all students at the school enrolled in
33 kindergarten through grade 2.
34 (b) Is staffed by certified music educators.
35 (c) Provides music instruction for at least 30 consecutive
36 minutes 2 days a week.
37 (d) Complies with class size requirements under s. 1003.03.
38 (e) Complies with the department’s standards for early
39 childhood music education programs for students in kindergarten
40 through grade 2.
41 (3)(a) The commissioner shall select school districts for
42 participation in the pilot program, subject to legislative
43 appropriation, based on the school district’s proximity to the
44 University of Florida and needs-based criteria established by
45 the State Board of Education. Selected school districts shall
46 annually receive $150 per full-time equivalent student in
47 kindergarten through grade 2 who is enrolled in a comprehensive
48 music education program.
49 (b) To maintain eligibility for participation in the pilot
50 program, a selected school district must annually certify to the
51 commissioner, in a format prescribed by the department, that
52 each specified elementary school within the district provides a
53 comprehensive music education program that meets the
54 requirements of subsection (2). If a selected school district
55 fails to provide the annual certification for a fiscal year, the
56 school district must return all funds received through the pilot
57 program for that fiscal year.
58 (4) The University of Florida’s College of Education, in
59 collaboration with Florida International University’s School of
60 Music, shall evaluate the effectiveness of the pilot program by
61 measuring student academic performance and the success of the
62 program. The evaluation must include, but is not limited to, a
63 quantitative analysis of student achievement and a qualitative
64 evaluation of students enrolled in the comprehensive music
65 education programs. The results of the evaluation must be shared
66 with the Florida Center for Partnerships for Arts-Integrated
67 Teaching upon completion of the evaluation.
68 (5) The State Board of Education may adopt rules to
69 administer this section.
70 (6) This section expires June 30, 2022 2020.
71 Section 2. This act shall take effect July 1, 2020.
