Senator Stargel moved the following:
1 Senate Amendment (with directory and title amendments)

3 Between lines 141 and 142
4 insert:
5 (n) The FHSAA shall adopt bylaws or policies that require,
6 before the start of all athletic events conducted under the
7 direction and supervision of the FHSAA, including but not
8 limited to Florida High School State Championship Series events,
9 that each participating school be provided 30 seconds for
10 opening remarks over the public-address system. The FHSAA may
11 not prohibit prayer or otherwise control, monitor, or review the
12 content of the opening remarks, if any. Before the opening
13 remarks, the public-address system announcer shall announce that
14 the content of any opening remarks by a participating school is
15 not endorsed by and does not or reflect the views and opinions
16 of the FHSAA.

19 And the directory clause is amended as follows:
20 Delete lines 97 - 98
21 and insert:
22 Section 3. Paragraph (c) of subsection (2) of section
23 1006.20, Florida Statutes, is amended, and paragraph (n) is
24 added to that section, to read:

28 Delete line 17
29 and insert:
30 year; requiring the Florida High School Athletic
31 Association to adopt bylaws or policies requiring that
32 30 seconds be set aside for opening remarks at the
33 beginning of all athletic events; prohibiting the
34 association from controlling, monitoring, or reviewing
35 the content of the opening remarks; requiring an
36 announcement before the remarks that the association
37 does not endorse the views or opinions presented;
38 providing an effective date.
