       The Committee on Ethics and Elections (Rodriguez) recommended
       the following:
       
    1         Senate Amendment (with directory and title amendments)
    2  
    3         Between lines 92 and 93
    4  insert:
    5         (9) The division shall adopt by rule a complaint form for
    6  an elector who claims to have had his or her signature
    7  misrepresented, forged, or not delivered to the supervisor. The
    8  division shall also adopt rules to ensure the integrity of the
    9  petition form gathering process, including rules requiring
   10  sponsors to account for all petition forms used by their agents.
   11  Such rules may require a sponsor or petition circulator to
   12  provide identification information on each petition form as
   13  determined by the department as needed to assist in the
   14  accounting of petition forms.
