       The Committee on Judiciary (Taddeo) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Section 828.32, Florida Statutes, is created to
    6  read:
    7         828.32 Lease of dogs or cats prohibited.—
    8         (1) A person may not do any of the following:
    9         (a) Transfer possession of a dog or cat, if the dog or cat
   10  is used as collateral for the transfer agreement or is subject
   11  to repossession in any manner upon default of the agreement.
   12         (b) Lease a dog or cat, if the lease terms provide for or
   13  offer the option of transferring ownership of the dog or cat at
   14  the end of the lease period.
   15         (2) In addition to any other remedies provided by law, the
   16  consumer taking possession of a dog or cat in a transfer
   17  prohibited by this section is the owner of the dog or cat and is
   18  entitled to the return of all amounts the consumer paid under
   19  such lease.
   20         Section 2. This act shall take effect July 1, 2020.

   23  And the title is amended as follows:
   24         Delete everything before the enacting clause
   25  and insert:
   26                        A bill to be entitled                      
   27         An act relating to the lease of dogs and cats;
   28         creating s. 828.32, F.S.; prohibiting the transfer of
   29         possession of dogs and cats under specified
   30         circumstances; prohibiting the lease of dogs and cats
   31         under certain circumstances; providing remedies for
   32         noncompliance; providing an effective date.
