       The Committee on Rules (Harrell) recommended the following:
       
    1         Senate Substitute for Amendment (473796) (with title
    2  amendment)
    3  
    4         Delete lines 1867 - 1869
    5  and insert:
    6  January 1, 2020. This section shall take effect upon this act
    7  becoming a law.
    8         Section 49. Except as otherwise expressly provided in this
    9  act and except for this section, which shall take effect upon
   10  this act becoming a law, this act shall take effect July 1,
   11  2020.
