1 A bill to be entitled
2 An act relating to specialty license plates; amending
3 s. 320.08058, F.S.; directing the Department of
4 Highway Safety and Motor Vehicles to develop an
5 Orlando United license plate; providing for
6 distribution and use of fees collected from the sale
7 of such plates; providing a contingent effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (85) is added to section 320.08058,
12 Florida Statutes, to read:
13 320.08058 Specialty license plates.—
14 (85) ORLANDO UNITED LICENSE PLATES.—
15 (a) The department shall develop an Orlando United license
16 plate as provided in this section and s. 320.08053. The plate
17 must bear the colors and design approved by the department. The
18 word “Florida” must appear at the top of the plate, and the
19 words “Orlando United” must appear at the bottom of the plate.
20 (b) The annual use fees from the sale of the plate shall be
21 distributed as follows:
22 1. Five percent shall be distributed to the Mental Health
23 Association of Central Florida, Inc., to be used for marketing
24 of the license plate.
25 2. Thirty-one percent shall be distributed to the Mental
26 Health Association of Central Florida, Inc. Of this amount, up
27 to 5 percent may be used for administrative expenses, and the
28 remainder shall be used to offer free personalized counseling to
29 any person affected by the shooting at the Pulse nightclub in
30 Orlando on June 12, 2016.
31 3. Two percent shall be distributed to onePULSE Foundation,
32 Inc., a charitable, nonprofit organization under s. 501(c)(3) of
33 the Internal Revenue Code, to be used for marketing of the
34 license plate.
35 4. Thirty-one percent shall be distributed to onePULSE
36 Foundation, Inc. Of this amount, up to 5 percent may be used for
37 administrative expenses, and the remainder shall be used to
38 support the construction and maintenance of the onePULSE
39 Foundation Memorial.
40 5. Thirty-one percent shall be distributed to Two Spirit
41 Health Services, Inc. Of this amount, up to 5 percent may be
42 used for administrative expenses, and the remainder shall be
43 used to offer free personalized counseling to any person
44 affected by the shooting at the Pulse nightclub in Orlando on
45 June 12, 2016.
46 Section 2. This act shall take effect October 1, 2020, but
47 only if SB 330 or similar legislation takes effect, if such
48 legislation is adopted in the same legislative session or an
49 extension thereof and becomes a law.
