Section 390.027, Florida Statutes, is created to 6 read: 7 390.027 Preventing Unintended Pregnancies Pilot Program.— 8 (1) The Department of Health shall establish the Preventing 9 Unintended Pregnancies Pilot Program using long-acting 10 reversible contraception (LARC) in Duval, Hillsborough, and Palm 11 Beach Counties. The purpose of the pilot program is to prevent 12 or reduce unintended pregnancies in the counties participating 13 in the pilot program. The department shall contract for LARC 14 services with eligible family planning providers to implement 15 the pilot program in each of the three counties. Each contract 16 must provide for all of the following: 17 (a) The provision of LARC services, including the 18 administration of implants, injections, and intrauterine devices 19 to participants. 20 (b) The training of provider staff regarding the provision 21 of LARC services, counseling strategies, and the management of 22 side effects. 23 (c) Technical assistance to providers regarding issues such 24 as coding, billing, pharmacy rules, and clinic management 25 necessitated by the increased use of LARC services. 26 (d) General support to providers to expand their service 27 capacity. 28 (e) Marketing and community outreach regarding the 29 availability of LARC services and other currently available 30 contraceptive services. 31 (f) Other services that the department considers necessary 32 to ensure the health and safety of women who receive LARC 33 services. 34 (2) The department shall apply for grants from federal 35 agencies and other sources to supplement state funds provided 36 for the pilot program. 37 (3) By January 1, 2022, the department shall submit a 38 report to the Governor, the President of the Senate, and the 39 Speaker of the House of Representatives on the effectiveness of 40 the pilot program. The department shall publish the report on 41 its website. At a minimum, the report must include, but need not 42 be limited to: 43 (a) An assessment of the operation of the pilot program, 44 including any progress made in reducing the number of unintended 45 pregnancies and subsequent births, especially among teenagers. 46 (b) An assessment of the effectiveness of the pilot program 47 in increasing the availability of LARC services. 48 (c) The number and location of family planning providers 49 that participated in the pilot program. 50 (d) The number of clients served by participating family 51 planning providers. 52 (e) The number of times LARC services were provided by 53 participating family planning providers. 54 (f) The average cost per client served. 55 (g) The demographic characteristics of clients served. 56 (h) The sources and amounts of funding used for the pilot 57 program. 58 (i) A description of federal grants the department applied 59 for in order to provide LARC services, including the outcomes of 60 the grant applications. 61 (j) An analysis of the return on investment associated with 62 the provision of LARC services with regard to tax dollars saved 63 on health and social services. 64 (k) A description and analysis of marketing and outreach 65 activities conducted to promote the availability of LARC 66 services. 67 (l) Recommendations for improving the pilot program. 68 Section 4. For the 2020-2021 fiscal year, the sum of 69 $100,000 in nonrecurring funds is appropriated from the General 70 Revenue Fund to the Department of Health for the purpose of 71 implementing the Preventing Unintended Pregnancies Pilot 72 Program. The department shall distribute the funds equally among 73 the three counties participating in the pilot program. These 74 funds may not be used to supplant or reduce any other 75 appropriation of state funds to family planning providers or to 76 the department for family planning services. 77 78 ================= T I T L E A M E N D M E N T ================ 79 And the title is amended as follows: 80 Delete line 18 81 and insert: 82 made by the act; creating s. 390.027, F.S.; requiring 83 the Department of Health to establish the Preventing 84 Unintended Pregnancies Pilot Program in specified 85 counties; specifying the purpose of the pilot program; 86 requiring the department to contract with family 87 planning providers for the provision of certain 88 contraceptive services; prescribing contract 89 requirements; requiring the department to apply for 90 federal grants for additional funding for the pilot 91 program; requiring the department to submit a report 92 to the Governor and the Legislature by a specified 93 date; prescribing minimum requirements for the report; 94 providing an appropriation; specifying conditions for 95 the use of the appropriation; amending s. 27.511, 96 F.S.; conforming
