    4  insert:
    5         (b) The parent or legal guardian of a minor who petitions
    6  the court for a judicial waiver of the requirements of this
    7  section is not considered an interested party and may not
    8  intervene in the proceedings initiated by the minor, including
    9  any related appeals.
