    1                        A bill to be entitled                      
    2         An act relating to eye care for newborns and infants;
    3         amending s. 383.14, F.S.; requiring the Department of
    4         Health to create and make available electronically a
    5         pamphlet with specified information; amending s.
    6         383.318, F.S.; requiring birth centers to provide the
    7         informational pamphlet to clients during postpartum
    8         care; amending s. 395.1053, F.S.; requiring hospitals
    9         that provide birthing services to provide the
   10         informational pamphlet to parents during postpartum
   11         education; creating s. 456.0496, F.S.; requiring
   12         certain health care practitioners to ensure that the
   13         pamphlet is provided to parents after a planned out
   14         of-hospital birth; providing an effective date.
   15          
   16  Be It Enacted by the Legislature of the State of Florida:
   17  
   18         Section 1. Paragraph (i) is added to subsection (3) of
   19  section 383.14, Florida Statutes, to read:
   20         383.14 Screening for metabolic disorders, other hereditary
   21  and congenital disorders, and environmental risk factors.—
   22         (3) DEPARTMENT OF HEALTH; POWERS AND DUTIES.—The department
   23  shall administer and provide certain services to implement the
   24  provisions of this section and shall:
   25         (i)Create and make available electronically a pamphlet
   26  with information on screening for, and the treatment of,
   27  preventable infant and childhood eye and vision disorders,
   28  including, but not limited to, retinoblastoma and amblyopia.
   29  
   30  All provisions of this subsection must be coordinated with the
   31  provisions and plans established under this chapter, chapter
   32  411, and Pub. L. No. 99-457.
   33         Section 2. Paragraph (i) is added to subsection (3) of
   34  section 383.318, Florida Statutes, to read:
   35         383.318 Postpartum care for birth center clients and
   36  infants.—
   37         (3) The birth center shall provide a postpartum evaluation
   38  and followup care that includes all of the following:
   39         (i) Provision of the informational pamphlet on infant and
   40  childhood eye and vision disorders created by the department
   41  pursuant to s. 383.14(3)(i).
   42         Section 3. Section 395.1053, Florida Statutes, is amended
   43  to read:
   44         395.1053 Postpartum education.—A hospital that provides
   45  birthing services shall incorporate information on safe sleep
   46  practices and the possible causes of Sudden Unexpected Infant
   47  Death into the hospital’s postpartum instruction on the care of
   48  newborns and provide to each parent the informational pamphlet
   49  on infant and childhood eye and vision disorders created by the
   50  department pursuant to s. 383.14(3)(i).
   51         Section 4. Section 456.0496, Florida Statutes, is created
   52  to read:
   53         456.0496 Provision of information to parents during planned
   54  out-of-hospital births.—A health care practitioner who attends
   55  an out-of-hospital birth must ensure that the informational
   56  pamphlet on infant and childhood eye and vision disorders
   57  created by the department pursuant to s. 383.14(3)(i) is
   58  provided to each parent after such a birth.
   59         Section 5. This act shall take effect July 1, 2020.
