House Comm: RCS . 02/04/2020 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Commerce and Tourism (Albritton) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 1853 - 1878 4 and insert: 5 license was last active. Within 30 days after receiving a 6 license, the licensee must complete a board-approved 4-hour 7 continuing education course on the Florida Building Code and a 8 1-hour course on the laws and rules of this state relating to 9 contracting. The required courses may be completed online. 10 Section 63. Subsection (5) of section 489.511, Florida 11 Statutes, is amended to read: 12 489.511 Certification; application; examinations; 13 endorsement.— 14 (5) The board shall certify as qualified for certification 15 by endorsement any individual applying for certification who: 16 (a) Meets the requirements for certification as set forth 17 in this section; has passed a national, regional, state, or 18 United States territorial licensing examination that is 19 substantially equivalent to the examination required by this 20 part; and has satisfied the requirements set forth in s. 21 489.521;or22 (b) Holds a valid license to practice electrical or alarm 23 system contracting issued by another state or territory of the 24 United States, if the criteria for issuance of such license was 25 substantially equivalent to the certification criteria that 26 existed in this state at the time the certificate was issued; or 27 (c) Has held a valid, current license to practice 28 electrical or alarm system contracting issued by another state 29 or territory of the United States for at least 10 years before 30 the date of application and is applying for the same or similar 31 license in this state, subject to ss. 489.510 and 489.521(3)(a), 32 and subparagraph (1)(b)1. Such application must be made either 33 when the license in another state or territory is active or 34 within 2 years after such license was last active. Within 30 35 days after receiving a license, the licensee must complete a 36 board-approved 4-hour continuing education course on the Florida 37 Building Code and a 1-hour course on the laws and rules of this 38 state relating to electrical and alarm system contracting. The 39 required courses may be completed online. 40 41 ================= T I T L E A M E N D M E N T ================ 42 And the title is amended as follows: 43 Delete lines 176 - 181 44 and insert: 45 circumstances; requiring such applicant to complete 46 certain training by a specified time after receiving a 47 license; amending s. 489.511, F.S.; requiring the 48 board to certify as qualified for certification by 49 endorsement any applicant who holds a specified 50 license to practice electrical or alarm system 51 contracting issued by another state or territory of 52 the United States under certain circumstances; 53 requiring such applicant to complete certain training 54 by a specified time after receiving a license;
