CS for CS for SB 70 Third Engrossed 202070e3 1 A bill to be entitled 2 An act relating to alert systems in public schools; 3 providing a short title; amending s. 1006.07, F.S.; 4 requiring each public school to implement a mobile 5 panic alert system for specified purposes beginning in 6 a specified school year; providing requirements for 7 such system; authorizing public school districts to 8 implement additional strategies and systems for 9 specified purposes; requiring the Department of 10 Education to issue a competitive solicitation to 11 contract for a mobile panic alert system, subject to 12 appropriation; requiring the department to consult 13 with the Marjory Stoneman Douglas High School Public 14 Safety Commission, the Department of Law Enforcement, 15 and the Division of Emergency Management in the 16 development of the competitive solicitation; providing 17 an effective date. 18 19 Be It Enacted by the Legislature of the State of Florida: 20 21 Section 1. This act may be cited as “Alyssa’s Law.” 22 Section 2. Present paragraph (c) of subsection (4) of 23 section 1006.07, Florida Statutes, is redesignated as paragraph 24 (f), and a new paragraph (c) and paragraphs (d) and (e) are 25 added to that subsection, to read: 26 1006.07 District school board duties relating to student 27 discipline and school safety.—The district school board shall 28 provide for the proper accounting for all students, for the 29 attendance and control of students at school, and for proper 30 attention to health, safety, and other matters relating to the 31 welfare of students, including: 32 (4) EMERGENCY DRILLS; EMERGENCY PROCEDURES.— 33 (c) Beginning with the 2021-2022 school year, each public 34 school, including charter schools, shall implement a mobile 35 panic alert system capable of connecting diverse emergency 36 services technologies to ensure real-time coordination between 37 multiple first responder agencies. Such system, known as 38 “Alyssa’s Alert,” must integrate with local public safety 39 answering point infrastructure to transmit 911 calls and mobile 40 activations. 41 (d) In addition to the requirements of paragraph (c), a 42 public school district may implement additional strategies or 43 systems to ensure real-time coordination between multiple first 44 responder agencies in a school security emergency. 45 (e) For the 2020-2021 fiscal year and subject to the 46 appropriation of funds in the General Appropriations Act for 47 this purpose, the department shall issue a competitive 48 solicitation to contract for a mobile panic alert system that 49 may be used by each school district. The department shall 50 consult with the Marjory Stoneman Douglas High School Public 51 Safety Commission, the Department of Law Enforcement, and the 52 Division of Emergency Management in the development of the 53 competitive solicitation for the mobile panic alert system. 54 Section 3. This act shall take effect July 1, 2020.
