House Comm: WD . 12/06/2019 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Environment and Natural Resources (Albritton) recommended the following: 1 Senate Amendment (with directory and title amendments) 2 3 Delete lines 27 - 51 4 and insert: 5 2020. Counties and municipalities are encouraged to form 6 cooperative arrangements for implementing recycling programs. A 7 fiscally constrained county, as defined in s. 218.67(1), is 8 exempt from the goals set forth in this paragraph. 9 (23)(a) The Florida Recycling Working Group is created 10 within the department and shall be composed of eleven members, 11 with each of the following eleven organizations appointing one 12 representative member from within their respective 13 organizations: 14 1. The department. 15 2. The University of Florida’s Engineering School of 16 Sustainable Infrastructure and Environment. 17 3. The Hinkley Center for Solid and Hazardous Waste 18 Management. 19 4. The Florida League of Cities. 20 5. The Florida Association of Counties. 21 6. The Florida Recycling Partnership. 22 7. Keep Florida Beautiful. 23 8. The Florida Beverage Association. 24 9. Southern Waste Information eXchange, Inc. 25 10. The Florida Chapter of the National Waste and Recycling 26 Association. 27 11. Recycle Florida Today, Inc. 28 (b) The working group shall meet at least three times and 29 elect, by quorum, a chair and a vice chair. A quorum shall 30 consist of a majority of the members. The chair of the working 31 group shall preside at all meetings and shall call a meeting as 32 often as necessary to carry out this subsection. The department 33 shall keep a complete record of the proceedings of each meeting, 34 including the names of the members present at each meeting and 35 the actions taken. The records are public records pursuant to 36 chapter 119. 37 (c) The working group shall compile a report recommending 38 programs and statutory changes necessary for achieving future 39 recycling goals based on current progress toward achieving the 40 goals set in subsection (2). The working group shall submit the 41 report to the President of the Senate and the Speaker of the 42 House of Representatives by July 1, 2021. 43 (d) This subsection expires July 1, 2021. 44 45 ====== D I R E C T O R Y C L A U S E A M E N D M E N T ====== 46 And the directory clause is amended as follows: 47 Delete lines 19 - 20 48 and insert: 49 Section 1.
