Subsections (23) and (24) are added to s. 6 403.706, Florida Statutes, to read: 7 (23)(a) The Florida Recycling Working Group is created 8 within the department and shall be composed of eleven members, 9 with each of the following eleven organizations appointing one 10 representative member from within their respective 11 organizations: 12 1. The department. 13 2. The University of Florida’s Engineering School of 14 Sustainable Infrastructure and Environment. 15 3. The Hinkley Center for Solid and Hazardous Waste 16 Management. 17 4. The Florida League of Cities. 18 5. The Florida Association of Counties. 19 6. The Florida Recycling Partnership. 20 7. Keep Florida Beautiful. 21 8. The Florida Beverage Association. 22 9. Southern Waste Information eXchange, Inc. 23 10. The Florida Chapter of the National Waste and Recycling 24 Association. 25 11. Recycle Florida Today, Inc. 26 (b) The working group shall meet at least three times and 27 elect, by quorum, a chair and a vice chair. A quorum shall 28 consist of a majority of the members. The chair of the working 29 group shall preside at all meetings and shall call a meeting as 30 often as necessary to carry out this subsection. The department 31 shall keep a complete record of the proceedings of each meeting, 32 including the names of the members present at each meeting and 33 the actions taken. The records are public records pursuant to 34 chapter 119. 35 (c) The working group shall compile a report recommending 36 programs and statutory changes necessary for achieving future 37 recycling goals based on current progress toward achieving the 38 goals set in subsection (2). The working group shall submit the 39 report to the President of the Senate and the Speaker of the 40 House of Representatives by July 1, 2021. 41 (d) This subsection expires July 1, 2021. 42 (24) A fiscally constrained county, as defined in s. 43 218.67(1), is exempt from the goals and requirements set forth 44 in this section. This subsection expires July 1, 2035. 45 Section 2. This act shall take effect July 1, 2020. 46 47 ================= T I T L E A M E N D M E N T ================ 48 And the title is amended as follows: 49 Delete everything before the enacting clause 50 and insert: 51 A bill to be entitled 52 An act relating to local government recycling 53 programs; amending s. 403.706; creating the Florida 54 Recycling Working Group; providing the duties and 55 membership of the working group; requiring the working 56 group to submit a report to the Legislature by a 57 specified date; providing an expiration date for the 58 working group; providing an exemption for fiscally 59 constrained counties from recycling requirements; 60 providing an expiration date for the exemption; 61 providing an effective date.
