    1                        A bill to be entitled                      
    2         An act relating to insulation products; creating s.
    3         553.843, F.S.; specifying that a person who takes
    4         certain actions relating to interior building envelope
    5         insulation products without having a certain test
    6         report is subject to the Florida Deceptive and Unfair
    7         Trade Practices Act; requiring that the test report be
    8         provided, upon request, to a local building official;
    9         providing an effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Section 553.843, Florida Statutes, is created to
   14  read:
   15         553.843 Interior building envelope insulation products.—Any
   16  person who advertises, sells, offers, provides, distributes, or
   17  markets a product as interior building envelope insulation
   18  without a valid ASTM test report, which also complies with the
   19  corresponding ASTM standard for the product, from a commission
   20  approved testing laboratory indicating that the product complies
   21  with the Florida Building Code is subject to the Florida
   22  Deceptive and Unfair Trade Practices Act under part II of
   23  chapter 501, brought by the enforcing authority as defined in s.
   24  501.203. The test report for interior building envelope
   25  insulation indicating that the product complies with the code
   26  must be provided, upon request, to the local building official.
   27         Section 2. This act shall take effect July 1, 2020.
