       the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 45 and 46
    4  insert:
    5         Section 2. The Legislature finds and declares that this act
    6  fulfills an important state interest.

    9  And the title is amended as follows:
   10         Delete line 11
   11  and insert:
   12         department to adopt rules; providing a declaration of
