       Senator Gruters moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 99 - 117
    4  and insert:
    5  audit” means an evaluation examination of the program conducted
    6  according to applicable government auditing standards or
    7  auditing and evaluation standards of other appropriate
    8  authoritative bodies. At a minimum, a performance audit must
    9  include an evaluation examination of issues related to the
   10  following:
   11         1. The economy, efficiency, or effectiveness of the
   12  program.
   13         2. The structure or design of the program to accomplish its
   14  goals and objectives.
   15         3. Alternative methods of providing program services or
   16  products.
   17         4. Goals, objectives, and performance measures used by the
   18  program to monitor and report program accomplishments.
   19         5. The accuracy or adequacy of public documents, reports,
   20  and requests prepared by the county or school district which
   21  relate to the program.
   22         6. Compliance of the program with appropriate policies,
   23  rules, and laws.
