House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Senator Hutson moved the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 105 - 131 4 and insert: 5 (f) Any contract or contract amendment executed by or on 6 behalf of the commercial service airport in excess of $100,000, 7 shall be posted no later than 7 business days after the 8 commercial service airport executes the contract or contract 9 amendment. However, a contract or contract amendment may not 10 reveal information made confidential or exempt by law. Each 11 commercial service airport must redact confidential or exempt 12 information from each contract or contract amendment before 13 posting a copy on its website. 14 (g) Position and rate information for each employee of the 15 commercial service airport, including, at a minimum, the 16 employee’s position title, position description, and annual or 17 hourly salary. 18 (3)(a) Notwithstanding any other provision of law to the 19 contrary, commercial service airports are subject to the 20 requirements of chapter 287 for purchases of commodities or 21 contractual services that exceed $100,000. If the purchase of 22 commodities or contractual services exceeds $100,000, the 23 purchase of commodities or contractual services may not be made 24 without receiving competitive sealed bids, competitive sealed 25 proposals, or competitive sealed replies unless an exception 26 applies as provided in s. 287.057(3) or an immediate danger to 27 the public health, safety, or welfare, or other substantial loss 28 to the commercial service airport requires emergency action. In 29 making purchases or conducting a competitive solicitation 30 pursuant to this section, a commercial service airport is 31 authorized to enact or adopt criteria, standards, preferences, 32 or policies for the promotion of small or locally owned 33 businesses, or otherwise apply such criteria, standards, 34 preferences, or policies otherwise generally applicable to 35 competitive solicitations of the political subdivision owning 36 and operating such commercial service airport, and may impose 37 contract provisions necessary to address local economic 38 conditions or local regulatory requirements. 39 40 ================= T I T L E A M E N D M E N T ================ 41 And the title is amended as follows: 42 Delete line 22 43 and insert: 44 exceptions; authorizing commercial service airports to 45 enact or adopt certain criteria, standards, 46 preferences, or policies and to impose certain 47 contract provisions; requiring the governing body to 48 approve,
