    1                        A bill to be entitled                      
    2         An act relating to medical marijuana identification
    3         cards for service-disabled veterans; amending s.
    4         381.986, F.S.; prohibiting the Department of Health
    5         from charging a fee for the issuance, replacement, or
    6         renewal of an identification card for the medical use
    7         of marijuana for a service-disabled veteran or his or
    8         her caregiver if a specified form is included with the
    9         identification card application; providing an
   10         effective date.
   11          
   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Paragraph (d) of subsection (7) of section
   15  381.986, Florida Statutes, is amended to read:
   16         381.986 Medical use of marijuana.—
   17         (7) IDENTIFICATION CARDS.—
   18         (d) Applications for identification cards must be submitted
   19  on a form prescribed by the department. The department may
   20  charge a reasonable fee associated with the issuance,
   21  replacement, and renewal of identification cards. The department
   22  shall allocate $10 of the identification card fee to the
   23  Division of Research at Florida Agricultural and Mechanical
   24  University for the purpose of educating minorities about
   25  marijuana for medical use and the impact of the unlawful use of
   26  marijuana on minority communities. The department may not charge
   27  a fee for the issuance, replacement, or renewal of an
   28  identification card for a service-disabled veteran, as defined
   29  in s. 295.187(3), or his or her caregiver if the veteran’s DD
   30  214 form is included with the application for an identification
   31  card or his or her caregiver’s identification card. The
   32  department shall contract with a third-party vendor to issue
   33  identification cards. The vendor selected by the department must
   34  have experience performing similar functions for other state
   35  agencies.
   36         Section 2. This act shall take effect upon becoming a law.
