If the State of 8 Florida or a person authorized by the State of Florida breaches 9 that duty, the state is civilly liable for any damages 10 proximately caused by the breach of duty by the state or the 11 authorized person. This liability is limited to any adverse 12 impact stemming from the disproportionate application of various 13 laws adopted to combat public disorder.
