       The Committee on Appropriations (Gibson) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 37 - 61
    4  and insert:
    5  consist of a minimum of 16 hours of classroom education and a
    6  minimum of 40 hours of clinical experience under the direct
    7  supervision of a program instructor. Students must complete at
    8  least 16 hours of classroom education before they have contact
    9  with nursing home residents. The program must include training
   10  in all of the topics and lessons specified in the program
   11  curriculum.
   12         2.The program curriculum for the personal care attendant
   13  training program must include, but need not be limited to, all
   14  of the following content areas:
   15         a.Residents’ rights.
   16         b.Confidentiality of residents’ personal information and
   17  medical records.
   18         c.Control of contagious and infectious diseases.
   19         d.Emergency response measures, including, but not limited
   20  to, cardiopulmonary resuscitation, emergency first aid, the
   21  Heimlich maneuver, and other related emergency procedures.
   22         e.Assistance with activities of daily living.
   23         f.Measuring vital signs.
   24         g.Skin care and pressure sore prevention.
   25         h.Portable oxygen use and safety.
   26         i.Nutrition and hydration.
   27         j.Dementia care.
   28         3.A personal care attendant may not perform any task that
   29  requires clinical assessment, interpretation, or judgment.
   30         4.A personal care attendant must work exclusively for one
   31  nursing home facility and may not work as a personal care
   32  attendant for more than one nursing home facility before
   33  becoming a certified nursing assistant.
   34         5.Personal care attendants must be identified and treated
   35  as students and not as nursing staff of nursing home facilities
   36  during the classroom hours or during any hours designated as
   37  clinical training hours.
   38         6.The agency may adopt rules to implement this paragraph.
