Florida Senate - 2021 PROPOSED COMMITTEE SUBSTITUTE Bill No. CS for SB 1152 Ì169628OÎ169628 576-03925-21 Proposed Committee Substitute by the Committee on Appropriations (Appropriations Subcommittee on Agriculture, Environment, and General Government) 1 A bill to be entitled 2 An act relating to fleet management; requiring the 3 Department of Management Services to prepare an 4 inventory of state-owned motor vehicles, maintenance 5 facilities, and fuel depots; requiring the department 6 to submit the inventory to the Governor and the 7 Legislature by a specified date; specifying 8 requirements for the inventory; requiring state 9 agencies and state universities to provide certain 10 information requested by the department; requiring the 11 department to create, administer, and maintain a 12 centralized management system for the motor vehicle 13 fleet, maintenance facilities, and fuel depots; 14 requiring the department to consolidate the management 15 of existing motor vehicles, maintenance facilities, 16 fuel depots, and certain full-time equivalent and 17 other personal services positions; requiring state 18 agencies and state universities to provide certain 19 information requested by the department; requiring the 20 department to contract with a vendor or contractor for 21 a specified purpose; requiring that data relating to 22 such contract be stored in at least one common format 23 approved by the department; providing that such data 24 remains the property of the department; specifying 25 requirements for motor vehicle-monitoring hardware 26 installed in a state-owned motor vehicle; providing an 27 effective date. 28 29 Be It Enacted by the Legislature of the State of Florida: 30 31 Section 1. Statewide inventory.— 32 (1) The Department of Management Services shall prepare an 33 inventory of all state-owned motor vehicles, maintenance 34 facilities, and fuel depots. By December 31, 2021, the 35 department shall submit the inventory to the Governor, the 36 President of the Senate, and the Speaker of the House of 37 Representatives. 38 (2) The inventory must provide, at a minimum, all of the 39 following: 40 (a) Entity of ownership of all state-owned motor vehicles, 41 maintenance facilities, and fuel depots. 42 (b) Entity of possession of all state-owned motor vehicles, 43 maintenance facilities, and fuel depots. 44 (c) Estimated annual operating and other costs of all 45 state-owned motor vehicles, maintenance facilities, and fuel 46 depots. 47 (d) Number of full-time equivalent and other personal 48 services positions assigned to operate and maintain each state 49 owned maintenance facility and fuel depot. 50 (e) Physical address for the location of all state-owned 51 motor vehicles, maintenance facilities, and fuel depots. 52 (3) Each state agency and state university shall provide 53 any information requested by the Department of Management 54 Services necessary for the completion of the inventory. 55 Section 2. Centralized fleet and fleet operations 56 management.— 57 (1) The Department of Management Services shall create, 58 administer, and maintain a centralized management system for the 59 fleet of state-owned motor vehicles, maintenance facilities, and 60 fuel depots. 61 (2) The Department of Management Services shall consolidate 62 under a centralized system the management of existing motor 63 vehicles, maintenance facilities, fuel depots, and any full-time 64 equivalent and other personal services positions assigned to 65 operate and maintain each state-owned maintenance facility and 66 fuel depot. 67 (3) Each state agency and state university shall provide 68 any information requested by the Department of Management 69 Services necessary for consolidating under the centralized 70 system the management of existing motor vehicles, maintenance 71 facilities, fuel depots, and any full-time equivalent and other 72 personal services positions assigned to operate and maintain 73 each state-owned maintenance facility and fuel depot. 74 Section 3. Privatization of fleet management.—The 75 Department of Management Services shall contract with a vendor 76 or contractor for privatizing the centralized management and 77 operation of the state-owned motor vehicle fleet, motor vehicle 78 acquisitions, maintenance facilities, and fuel depots. Any data 79 that relates to the contract must be stored in at least one 80 common format approved by the department, and such data remains 81 the property of the department. Any vehicle-monitoring hardware 82 installed in a state-owned motor vehicle must be commercially 83 available and may not be proprietary to the vendor or 84 contractor. 85 Section 4. This act shall take effect upon becoming a law.
