Florida Senate - 2021 SB 1152 By Senator Brandes 24-00534-21 20211152__ 1 A bill to be entitled 2 An act relating to fleet management; requiring the 3 Department of Management Services to prepare an 4 inventory of state-owned motor vehicles, maintenance 5 facilities, and fuel depots; requiring the department 6 to submit the inventory to the Governor and the 7 Legislature by a specified date; specifying 8 requirements for the inventory; requiring governmental 9 entities to provide certain information requested by 10 the department; requiring the department to create, 11 administer, and maintain a centralized management 12 system for the motor vehicle fleet, maintenance 13 facilities, and fuel depots; requiring the department 14 to consolidate the management of existing motor 15 vehicles, maintenance facilities, fuel depots, and 16 certain full-time equivalent and other personal 17 services positions; requiring governmental entities to 18 provide certain information requested by the 19 department; requiring the department to contract with 20 a vendor or contractor for a specified purpose; 21 providing an effective date. 22 23 Be It Enacted by the Legislature of the State of Florida: 24 25 Section 1. Statewide inventory.— 26 (1) The Department of Management Services shall prepare an 27 inventory of all state-owned motor vehicles, maintenance 28 facilities, and fuel depots. By December 31, 2021, the 29 department shall submit the inventory to the Governor, the 30 President of the Senate, and the Speaker of the House of 31 Representatives. 32 (2) The inventory must provide, at a minimum, all of the 33 following: 34 (a) Entity of ownership of all state-owned motor vehicles, 35 maintenance facilities, and fuel depots. 36 (b) Entity of possession of all state-owned motor vehicles, 37 maintenance facilities, and fuel depots. 38 (c) Estimated annual operating and other costs of all 39 state-owned motor vehicles, maintenance facilities, and fuel 40 depots. 41 (d) Number of full-time equivalent and other personal 42 services positions assigned to operate and maintain each state 43 owned maintenance facility and fuel depot. 44 (e) Physical address for the location of all state-owned 45 motor vehicles, maintenance facilities, and fuel depots. 46 (3) Each governmental entity, as defined in s. 47 215.985(2)(c), Florida Statutes, shall provide any information 48 requested by the Department of Management Services necessary for 49 the completion of the inventory. 50 Section 2. Centralized fleet and fleet operations 51 management.— 52 (1) The Department of Management Services shall create, 53 administer, and maintain a centralized management system for the 54 fleet of state-owned motor vehicles, maintenance facilities, and 55 fuel depots. 56 (2) The Department of Management Services shall consolidate 57 under a centralized system the management of existing motor 58 vehicles, maintenance facilities, fuel depots, and any full-time 59 equivalent and other personal services positions assigned to 60 operate and maintain each state-owned maintenance facility and 61 fuel depot. 62 (3) Each governmental entity, as defined in s. 63 215.985(2)(c), Florida Statutes, shall provide any information 64 requested by the Department of Management Services necessary for 65 consolidating under the centralized system the management of 66 existing motor vehicles, maintenance facilities, fuel depots, 67 and any full-time equivalent and other personal services 68 positions assigned to operate and maintain each state-owned 69 maintenance facility and fuel depot. 70 Section 3. Privatization of fleet management.—The 71 Department of Management Services shall contract with a vendor 72 or contractor for privatizing the centralized management and 73 operation of the state-owned motor vehicle fleet, motor vehicle 74 acquisitions, maintenance facilities, and fuel depots. 75 Section 4. This act shall take effect upon becoming a law.
