       The Committee on Ethics and Elections (Bradley) recommended the
       following:
       
    1         Senate Amendment (with directory, ballot, and title
    2  amendments)

    4         Between lines 61 and 62
    5  insert:
    6                             ARTICLE XII                           
    7                              SCHEDULE                             
    8         The amendment to section 5 of Article XI, and the creation
    9  of this section, which increases the threshold for approving an
   10  amendment or revision to this constitution from sixty percent of
   11  the electors voting on the measure to sixty-six and two-thirds
   12  percent, may only take effect if approved by sixty-six and two
   13  thirds percent of the electors voting on the measure. This
   14  section shall take effect upon approval of the electors.

   17  And the directory clause is amended as follows:

   19  and insert:
   20         That the following amendment to Section 5 of Article XI and

   25  And the ballot statement is amended as follows:

   30                             ARTICLE XII                           
   31         PERCENTAGE OF ELECTOR VOTES REQUIRED TO APPROVE
   32  CONSTITUTIONAL AMENDMENT OR REVISION.—Proposing an amendment to
   33  the State Constitution to increase the percentage of elector
   34  votes required to approve an amendment to or a revision of the
   35  State Constitution from 60 percent to 66 and 2/3 percent,
   36  including for the passage of this amendment, except that the
   37  repeal of an amendment or revision need only be approved by the
   38  same percentage of elector votes as was required at the time of
   39  passage of such amendment or revision.
