Statewide inventory.— 6 (1) The Department of Management Services shall prepare an 7 inventory of all state-owned motor vehicles, maintenance 8 facilities, and fuel depots. By December 31, 2021, the 9 department shall submit the inventory to the Governor, the 10 President of the Senate, and the Speaker of the House of 11 Representatives. 12 (2) The inventory must provide, at a minimum, all of the 13 following: 14 (a) Entity of ownership of all state-owned motor vehicles, 15 maintenance facilities, and fuel depots. 16 (b) Entity of possession of all state-owned motor vehicles, 17 maintenance facilities, and fuel depots. 18 (c) Estimated annual operating and other costs of all 19 state-owned motor vehicles, maintenance facilities, and fuel 20 depots. 21 (d) Number of full-time equivalent and other personal 22 services positions assigned to operate and maintain each state 23 owned maintenance facility and fuel depot. 24 (e) Physical address for the location of all state-owned 25 motor vehicles, maintenance facilities, and fuel depots. 26 (3) Each state agency and state university shall provide 27 any information requested by the Department of Management 28 Services necessary for the completion of the inventory. 29 Section 18. Centralized fleet and fleet operations 30 management.— 31 (1) The Department of Management Services shall create, 32 administer, and maintain a centralized management system for the 33 state-owned motor vehicle fleet, maintenance facilities, and 34 fuel depots. 35 (2) The Department of Management Services shall consolidate 36 under a centralized system the management of existing state 37 owned motor vehicles, maintenance facilities, fuel depots, and 38 any full-time equivalent and other personal services positions 39 assigned to operate and maintain each state-owned maintenance 40 facility and fuel depot. 41 (3) Each state agency and state university shall provide 42 any information requested by the Department of Management 43 Services necessary for consolidating under the centralized 44 system the management of existing state-owned motor vehicles, 45 maintenance facilities, fuel depots, and any full-time 46 equivalent and other personal services positions assigned to 47 operate and maintain each state-owned maintenance facility and 48 fuel depot. 49 Section 19. Privatization of fleet management.—The 50 Department of Management Services shall contract with a vendor 51 or contractor for privatizing the centralized management and 52 operation of the state-owned motor vehicle fleet, motor vehicle 53 acquisitions, maintenance facilities, and fuel depots. Any data 54 that relates to the contract must be stored in at least one 55 common format approved by the department, and such data remains 56 the property of the department. Any vehicle-monitoring hardware 57 installed in a state-owned motor vehicle must be commercially 58 available and may not be proprietary to the vendor or 59 contractor. 60 61 ================= T I T L E A M E N D M E N T ================ 62 And the title is amended as follows: 63 Delete line 89 64 and insert: 65 to changes made by the act; requiring the Department 66 of Management Services to prepare an inventory of all 67 state-owned motor vehicles, maintenance facilities, 68 and fuel depots; requiring the department to submit 69 the inventory to the Governor and the Legislature by a 70 specified date; specifying requirements for the 71 inventory; requiring state agencies and state 72 universities to provide certain information requested 73 by the department; requiring the department to create, 74 administer, and maintain a centralized management 75 system for the motor vehicle fleet, maintenance 76 facilities, and fuel depots; requiring the department 77 to consolidate the management of existing motor 78 vehicles, maintenance facilities, fuel depots, and 79 certain full-time equivalent and other personal 80 services positions; requiring state agencies and state 81 universities to provide certain information requested 82 by the department; requiring the department to 83 contract with a vendor or contractor for a specified 84 purpose; requiring that data relating to such contract 85 be stored in at least one common format approved by 86 the department; providing that such data remains the 87 property of the department; specifying requirements 88 for motor vehicle-monitoring hardware installed in a 89 state-owned motor vehicle; providing an effective
