       Appropriations Subcommittee on Agriculture, Environment, and
       General Government (Brodeur) recommended the following:
       
    1         Senate Amendment

    3         Delete lines 363 - 383
    4  and insert:
    5         (26)(a) For each contractual services contract in excess of
    6  $5 million, the agency head shall establish a continuing
    7  oversight team after the contract has been awarded. The agency
    8  head shall appoint at least four persons, one of whom must be
    9  the certified contract manager, to the continuing oversight
   10  team. If the value of the contractual services contract is in
   11  excess of $10 million, at least one of the persons on the
   12  continuing oversight team must possess at least 5 years of
   13  experience in managing contracts of a similar scope or size. If
   14  the value of the contractual services contract is in excess of
   15  $20 million, the continuing oversight team shall consist of at
   16  least five persons, at least one of the persons on the
   17  continuing oversight team must be from a state agency other than
   18  the agency or agencies participating in the contract. Members of
   19  the continuing oversight team must be employees of the state and
   20  must collectively have experience and knowledge in contract
   21  management, contract administration, contract enforcement, and
   22  the program areas and service requirements for the contractual
   23  services purchased.
   24         (b)1. For contracts in excess of $5 million, each
   25  continuing oversight team must meet at least quarterly.
