       The Committee on Rules (Brandes) recommended the following:
       
    1         Senate Amendment (with directory and title amendments)
    2  
    3         Between lines 670 and 671
    4  insert:
    5         (p) Notwithstanding any other law to the contrary,
    6  beginning January 1, 2023, with approval of two members of the
    7  Cabinet, restrict in-person K-12 public school attendance or
    8  close K-12 public schools if deemed necessary to cope with the
    9  emergency.
   10         (q) Notwithstanding any other law to the contrary,
   11  beginning January 1, 2023, with approval of two members of the
   12  Cabinet, restrict the operations of or close any business if
   13  deemed necessary to cope with the emergency.

   16  And the directory clause is amended as follows:
   17         Delete line 568
   18  and insert:
   19  that section and paragraphs (p) and (q) are added to present
   20  subsection (5) of that section, and subsections (1) and (2) and

   24  And the title is amended as follows:
   25         Delete line 70
   26  and insert:
   27         during a state of emergency; requiring two members of
   28         the Cabinet to approve the Governor’s restriction of
   29         or closing of K-12 public schools or businesses
   30         beginning on a specified date; creating s. 252.3611,
