       The Committee on Rules (Powell) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 176 and 177
    4  insert:
    5         (6) PROHIBITION ON THE EXPENDITURE OF PUBLIC FUNDS.—Public
    6  funds may not be expended for the purpose of defending this
    7  section against any constitutional challenge or any challenge
    8  brought under Title IX of the Education Amendments of 1972, 20
    9  U.S.C. s. 1681 et seq., or any other provision of federal law.

   12  And the title is amended as follows:
   13         Between lines 23 and 24
   14  insert:
   15         prohibiting the expenditure of public funds for the
   16         purpose of defending against specified legal
   17         challenges;
