    6         Section 2. This act may not take effect until it is
    7  reviewed and approved by the Office for Civil Rights within the
    8  United States Department of Education for compliance with Title
    9  IX of the Education Amendments of 1972, 20 U.S.C. s. 1681 et
   10  seq.
