Florida Senate - 2021 CS for SB 416 By the Committee on Military and Veterans Affairs, Space, and Domestic Security; and Senators Burgess, Hooper, Bean, Harrell, Perry, and Rodriguez 583-01959-21 2021416c1 1 A bill to be entitled 2 An act relating to the POW-MIA Vietnam Veterans 3 Bracelet Memorial; creating s. 265.008, F.S.; 4 providing legislative intent; establishing the POW-MIA 5 Vietnam Veterans Bracelet Memorial; providing for the 6 funding and administration of the memorial; directing 7 the Department of Management Services to designate 8 space for the memorial’s construction and placement by 9 a specified date; requiring the department to consider 10 recommendations of, and coordinate with, specified 11 entities regarding the memorial’s placement and 12 design; providing an effective date. 13 14 Be It Enacted by the Legislature of the State of Florida: 15 16 Section 1. Section 265.008, Florida Statutes, is created to 17 read: 18 265.008 POW-MIA Vietnam Veterans Bracelet Memorial.— 19 (1) It is the intent of the Legislature to memorialize the 20 sacrifices and experiences of those captured or missing in 21 combat during the Vietnam War era. 22 (2) There is established the POW-MIA Vietnam Veterans 23 Bracelet Memorial. 24 (3) The memorial shall be funded and administered by the 25 Big Bend Chapter 96 of the Vietnam Veterans of America, without 26 appropriation of state funds. 27 (4) By July 1, 2022, the Department of Management Services 28 shall identify and make an appropriate public area available for 29 the construction and the placement of the POW-MIA Vietnam 30 Veterans Bracelet Memorial in Tallahassee, along South Monroe 31 Street and on or near the premises of the Capitol Complex. The 32 department shall consider recommendations by the Vietnam 33 Veterans of America, and the Florida Historical Commission as 34 required pursuant to ss. 265.111(2) and 267.0612(9), regarding 35 the monument’s design and placement. In addition, the department 36 shall coordinate with the Division of Historical Resources of 37 the Department of State in determining the monument’s design and 38 placement as required under s. 265.111(2). 39 Section 2. This act shall take effect upon becoming a law.
