    1                        A bill to be entitled                      
    2         An act relating to officer training for initial
    3         certification; creating s. 943.1714, F.S.; requiring
    4         the Criminal Justice Standards and Training Commission
    5         to establish and maintain standards for instruction of
    6         officers in the subjects of implicit bias and
    7         deescalation of conflict to minimize violence;
    8         requiring every basic skills course required for
    9         officers to obtain initial certification to include
   10         such training; providing an effective date.

   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Section 943.1714, Florida Statutes, is created
   15  to read:
   16         943.1714 Basic skills training relating to implicit bias
   17  and deescalation of conflict.—The commission shall establish and
   18  maintain standards for instruction of officers in the subjects
   19  of implicit bias and deescalation of conflict to minimize
   20  violence. Every basic skills course required in order for
   21  officers to obtain initial certification must include training
   22  on implicit bias and deescalation of conflict to minimize
   23  violence.
   24         Section 2. This act shall take effect July 1, 2021.
