Explanation:
Provides $1,750,000,000 in nonrecurring funds from the General Revenue
Fund to create the Florida Heroes Fund Grant Program and reduces funding
by the same amount for the Deferred Building Maintenance Program. This
appropriation is contingent upon the Department of Financial Services
receiving and depositing into the General Revenue Fund at least half of
the state's allocation of the federal Coronavirus State Fiscal Recovery
Fund (Public Law 117-2).

DEFERRED BUILDING MAINTENANCE PROGRAM
The nonrecurring sum of $3,500,000,000 is appropriated to Administered
Funds to address negative economic impacts to the state resulting from
the COVID-19 pandemic by investing in deferred maintenance needs in
state and school facilities. The funds shall be held in reserve. State
agencies and the judicial branch are authorized to develop and submit to
the Executive Office of the Governor a list of maintenance, repair, and
renovation projects that will improve the health and safety of state and
school facilities and that can be completed no later than December 31,
2024. Eligible projects include those which improve air quality to
reduce the risk of viral and environmental health hazards; correct
critical life safety issues; improve water and sewer infrastructure;

mitigate environmental deficiencies; ensure compliance with the
Americans with Disabilities Act; or ensure compliance with building
codes. The Executive Office of the Governor shall review the submitted
project lists and develop a statewide funding plan that covers the
period October 1, 2021, through December 31, 2024. The funding plan
shall be submitted to the Legislative Budget Commission no later than
September 1, 2021, for approval. After the funding plan is approved by
the Commission, 20 percent of the funds shall be released immediately.
Budget amendments may be submitted for the additional release of funds
pursuant to the provisions of chapter 216, Florida Statutes.

FLORIDA HEROES FUND GRANT PROGRAM
The nonrecurring sum of $1,750,000,000 from the General Revenue Fund is
appropriated to the Department of Economic Opportunity to create and
administer the Florida Heroes Fund Grant Program. Employers that are
located and operating in the state and that employ individuals who are
identified as essential critical infrastructure workers by the U.S.
Department of Homeland Security's Cybersecurity and Infrastructure
Security Agency may apply for funding through the program. Funds shall
be used to provide grants to direct full-time and part-time essential
critical infrastructure workers who are employed in Florida and earning
less than $30 per hour or the equivalent for salaried employees,
excluding fringe benefits and overtime. Applicants may apply for up to
$1,000 per eligible full-time equivalent employee. Applicants may apply
for grants for up to 500 eligible full-time equivalent employees per
location. Grants shall not exceed $600,000 per location. No applicant
shall receive more than $3,000,000 in funding under the program.
Employers shall not use grants to supplant any current employee
compensation or any scheduled increases to current compensation. The
department shall establish evaluation criteria for applicants, including
but not limited to risk of exposure to COVID-19 by industry and average
hourly wage paid by employer. Preference shall be given to low-wage
frontline employees.
