Explanation:
Provides $1,750,000,000 in nonrecurring funds from the General Revenue
Fund to create the Florida Small Business COVID-19 Relief Grant Program
and reduces funding by the same amount for the Deferred Building
Maintenance Program. This appropriation is contingent upon the Department 
of Financial Services receiving and depositing into the General Revenue 
Fund at least half of the state's allocation of the federal Coronavirus 
State Fiscal Recovery Fund (Public Law 117-2).

DEFERRED BUILDING MAINTENANCE PROGRAM
The  nonrecurring  sum of $3,500,000,000 is appropriated to Administered
Funds  to  address negative economic impacts to the state resulting from
the  COVID-19  pandemic  by  investing  in deferred maintenance needs in
state  and  school facilities. The funds shall be held in reserve. State
agencies and the judicial branch are authorized to develop and submit to
the  Executive Office of the Governor a list of maintenance, repair, and
renovation projects that will improve the health and safety of state and
school  facilities  and that can be completed no later than December 31,
2024.  Eligible  projects  include  those  which  improve air quality to
reduce  the  risk  of  viral  and  environmental health hazards; correct
critical  life  safety  issues;  improve water and sewer infrastructure;

mitigate environmental deficiencies; ensure compliance with the Americans with Disabilities Act; or ensure compliance with building codes. The Executive Office of the Governor shall review the submitted project lists and develop a statewide funding plan that covers the period October 1, 2021, through December 31, 2024. The funding plan shall be submitted to the Legislative Budget Commission no later than September 1, 2021, for approval. After the funding plan is approved by the Commission, 20 percent of the funds shall be released immediately. Budget amendments may be submitted for the additional release of funds pursuant to the provisions of chapter 216, Florida Statutes. and insert in lieu thereof: FLORIDA SMALL BUSINESS COVID-19 RELIEF GRANT PROGRAM The nonrecurring sum of $1,750,000,000 from the General Revenue Fund is appropriated to the Department of Economic Opportunity to create and administer the Florida Small Business COVID-19 Relief Grant Program. Small businesses as defined in 288.703(6) and not for profit corporations with between $1,000 and $2,500,000 in gross annual revenue that are located and operating in the state and have been impacted by COVID-19 and the health and safety restrictions incurred as a result of the COVID-19 pandemic may apply for grant funding of up to $25,000 per applicant. Applicants with multiple business entities, franchises, or locations are not eligible for multiple grants and are only allowed to apply once using their eligible business with the highest revenue. The department shall establish evaluation criteria for applicants, including but not limited to geographic distribution, industry and level of impact, and community socioeconomic indicators such as income, poverty rate, unemployment, educational attainment, and other disadvantaging factors that limit access to capital and other resources. Preference shall be given to businesses operating in disadvantaged communities and industry sectors and nonprofit mission services most impacted by the COVID-19 pandemic. Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items.
