       The Committee on Transportation (Taddeo) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Renaming of specified roads as South Harriet
    6  Tubman Highway and West Harriet Tubman Highway; implementation.
    7         (1)That portion of South Dixie Highway/U.S. 1/S.R. 5 from
    8  the Miami-Dade/Monroe County line to S.R. 9A/I-95 Northbound is
    9  renamed “South Harriet Tubman Highway/U.S. 1/S.R. 5.
   10         (2)That portion of West Dixie Highway/S.R. 909 from
   11  Northeast 119th Street to Northeast 163rd Street is renamed
   12  “West Harriet Tubman Highway/State Road 909.
   13         (3)The Department of Transportation is directed to take
   14  all steps necessary within previously budgeted funds to
   15  implement the renaming as described in subsections (1) and (2).
   16         (4)Before signage is installed within the jurisdiction of
   17  a particular municipality or an unincorporated area of the
   18  county, the governing body of the municipality or county, as
   19  applicable, shall hold a public hearing and approve the road
   20  renaming. Notwithstanding the foregoing or any other provision
   21  of state law, nothing shall prevent signage from being installed
   22  in a particular municipality or the unincorporated area of a
   23  county once the municipality or county, respectively, has
   24  approved the renaming.
   25         (5)Miami-Dade County may designate an official to
   26  facilitate the local renaming notification process, which may
   27  include the county’s submission of a formal letter or comparable
   28  electronic correspondence to the Department of Transportation
   29  Traffic Engineering and Operations Office, all affected
   30  municipalities, the property appraiser, the local address
   31  authority, E911, local law enforcement agencies, utility
   32  providers, the local authority responsible for street signs, the
   33  public works departments, the animal services departments, and
   34  affected property owners, notifying these persons and entities
   35  of the renaming and providing information on how the county will
   36  change references to the road name on signage and other traffic
   37  control devices.
   38         (6)By September 1, 2021, the county may seek a written
   39  concurrence from the United States Postmaster General of the
   40  approved name change and may provide a copy thereof to the
   41  Department of Transportation Traffic Engineering and Operations
   42  Office.
   43         (7)The Department of Transportation shall determine a
   44  transition period during which the renaming process will be
   45  fully implemented. The existing road names specified in
   46  subsections (1) and (2), respectively, must remain as aliases
   47  during the transition period until the renaming is fully
   48  implemented and all preexisting signage bearing the former names
   49  has been replaced.
   50         (8)Signage bearing the former name must be removed and
   51  replaced in a phased-in approach in accordance with the standard
   52  practice and normal timeframe for sign maintenance and
   53  replacement so as to mitigate the fiscal impact of this act.
   54         (9)Notwithstanding any other provision of state law, any
   55  person or entity whose home or business address is affected by
   56  this act may not be required to update any state driver license,
   57  state identification card, or other state or local license,
   58  permit, registration, or similar authorization until expiration
   59  thereof or in the normal course of renewal or replacement.
   60         (10)This act may not be construed to require:
   61         (a) The expenditure of funds by the Department of
   62  Transportation beyond those already allocated to it as of July
   63  1, 2021, for the specified purpose of this act.
   64         (b) Any business or other entity to change the name of its
   65  business or other identifying information, business cards, or
   66  stationary or incur other such expenses as a result of the
   67  renaming.
   68         Section 2. This act shall take effect July 1, 2021.

   74                        A bill to be entitled                      
   75         An act relating to renaming transportation facilities;
   76         revising the names of specified transportation
   77         facilities; directing the Department of Transportation
   78         to take all steps necessary within budgeted funds to
   79         implement the renaming; providing for certain
   80         approvals by affected municipalities and Miami-Dade
   81         County before new road signage is installed on
   82         specified transportation facilities; authorizing the
   83         county to designate an official to facilitate the
   84         local renaming notification process; authorizing the
   85         county to seek written concurrence from the United
   86         States Postmaster General of the transportation
   87         facility name changes and to provide a copy of such
   88         concurrence to the Traffic Engineering and Operations
   89         Office within the department; requiring the department
   90         to determine a transition period for the renaming of
   91         the transportation facilities; requiring that existing
   92         names of such transportation facilities remain as
   93         aliases during the transition period until the
   94         renaming is fully implemented; requiring that signage
   95         be removed and replaced in a phased approach;
   96         prohibiting persons or entities affected by the name
   97         changes from being required to update state driver
   98         licenses and identification cards, state and local
   99         licenses, permits, registration, and similar
  100         authorizations until expiration or in the normal
  101         course of renewal or replacement; providing
  102         construction; providing an effective date.
