       The Committee on Appropriations (Hutson) recommended the
       following:
       
    1         Senate Amendment to Amendment (527596) 
    2  
    3         Delete lines 905 - 913
    4  and insert:
    5  a valid pari-mutuel wagering permit on January 1, 2021. In order
    6  for a cardroom license to be renewed for a thoroughbred
    7  permitholder, the applicant must have requested, as part of its
    8  pari-mutuel annual license application, to conduct at least 90
    9  percent of the total number of live performances conducted by
   10  such permitholder during either the state fiscal year in which
   11  its initial cardroom license was issued or the state fiscal year
   12  immediately prior thereto if the permitholder ran at least a
   13  full schedule of live racing or games in the prior year. If the
