       Senator Powell moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 55 and 56
    4  insert:
    5         (5) A solar facility may not be sited, constructed, or
    6  maintained in any unincorporated area of a county if the area
    7  adjoins a neighborhood with a predominantly racial or ethnic
    8  minority population.

   12         Delete line 10
   13  and insert:
   14         certain requirements; prohibiting a solar facility
   15         from being sited, constructed, or maintained in
