       Senator Hutson moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 24 - 32
    4  and insert:
    5         (1)(a) An applicant for a license as a contest operator
    6  shall pay an initial license application fee of $1 million to
    7  the division, and an applicant seeking to renew a contest
    8  operator license shall pay an annual license renewal fee of
    9  $250,000 to the division; however, the division shall reduce the
   10  initial license fee and annual renewal fee for a contest
   11  operator as necessary to ensure that the respective fees do not
   12  exceed 10 percent of the contest operator’s gross receipts. For
   13  the purposes of this paragraph, the term “gross receipts” means
   14  the amount equal to the total of all entry fees that a contest
   15  operator collects from all fantasy contest participants,
   16  regardless of location, less the total of all sums paid out as
   17  prizes to all fantasy contest participants, multiplied by the
   18  location percentage. The term “location percentage” means the
   19  percentage rounded to the nearest tenth of a percent of the
   20  total of entry fees collected from fantasy contest participants
   21  located in this state, divided by the total entry fees collected
   22  from all fantasy contest players.
