The Committee on Appropriations (Rouson) recommended the
following:

4 insert:
5 Section 13. Subsection (3) of section 550.135, Florida
6 Statutes, is amended, and subsection (4) is added to that
7 section, to read:
8 550.135 Division of moneys derived under this law.—All
9 moneys that are deposited with the Chief Financial Officer to
10 the credit of the Pari-mutuel Wagering Trust Fund shall be
11 distributed as follows:
12 (3) The slot machine license fee and, the slot machine
13 occupational license fee, and the compulsive or addictive
14 gambling prevention program fee collected pursuant to ss.
15 551.106 and 551.107(2)(a)1. ss. 551.106, 551.107(2)(a)1., and
16 551.118 shall be used to fund the direct and indirect operating
17 expenses of the division’s slot machine regulation operations
18 and to provide funding for relevant enforcement activities in
19 accordance with authorized appropriations. Funds deposited into
20 the Pari-mutuel Wagering Trust Fund pursuant to ss. 551.106 and
21 551.107(2)(a)1. ss. 551.106, 551.107(2)(a)1., and 551.118 shall
22 be reserved in the trust fund for slot machine regulation
23 operations. On June 30, any unappropriated funds in excess of
24 those necessary for incurred obligations and subsequent year
25 cash flow for slot machine regulation operations shall be
26 deposited with the Chief Financial Officer to the credit of the
27 General Revenue Fund.
28 (4) The annual fees collected pursuant to ss. 550.141 and
29 551.118 shall be used to fund a compulsive and addictive
30 gambling prevention program implemented by a provider selected
31 by competitive bid as administered by the division and shall be
32 deposited into the Pari-mutuel Wagering Trust Fund. Fees
33 collected pursuant to ss. 550.141 and 551.118 may also be used
34 by the commission to regularly conduct independent research
35 studies relating to compulsive and addictive gambling behavior
36 among youth, college students, adults, and senior citizens, by
37 gaming discipline, and report any findings to the Governor and
38 Legislature. On June 30, any unused funds collected from the
39 fees pursuant to s. 550.141(5) and s. 551.118(3) shall be
40 retained in the Pari-mutuel Wagering Trust Fund to be used to
41 fund ongoing compulsive and addictive gambling prevention
42 programs adopted and administered by the commission.
43 Section 14. Section 550.140, Florida Statutes, is created
44 to read:
45 550.140 Legislative findings and intent.—
46 (1) The purpose of this section and s. 550.141 is to
47 recognize the need for responsible wagering and gaming practices
48 to help mitigate the adverse and detrimental impacts of
49 compulsive and addictive gambling on the state.
50 (2) It is the intent of the Legislature to protect the
51 residents of this state from the hazards of compulsive and
52 addictive gambling by establishing and implementing responsible
53 gaming practices, awareness programs, and employee training and
54 providing easy access to the help and resources for problem
55 gambling available through the (888)-ADMIT-IT helpline.
56 (3) It is further the intent of the Legislature to not
57 inhibit, or otherwise obstruct, medical or mental health
58 research or Florida-based university studies, or other studies
59 approved by the division, regarding the impacts of compulsive
60 and addictive gambling on the state.
61 Section 15. Section 550.141, Florida Statutes, is created
62 to read:
63 550.141 Compulsive and addictive gambling prevention
64 program.—
65 (1) Each qualified pari-mutuel permitholder with a license
66 issued pursuant to s. 550.01215, or any pari-mutuel permitholder
67 who operates a cardroom pursuant to s. 849.086, shall
68 participate in a compulsive and addictive gambling prevention
69 program approved by the division. Each pari-mutuel permitholder
70 required to participate in an approved prevention program shall:
71 (a) Provide responsible gaming awareness training to
72 employees for the purpose of recognizing compulsive and
73 addictive gambling behavior and work with a compulsive and
74 addictive gambling prevention program administered by the
75 commission to further the intent of this section.
76 (b) Display adequate signage in all public access areas of
77 the permitholder’s facilities that display words similar or
78 comparable to “if you or someone you know has a gambling problem
79 and wants help, call (888)-ADMIT-IT.”
80 (c) Display the words “gambling problem” and “call (888)
81 ADMIT-IT” on all print, billboard, sign, online, or broadcast
82 advertisements of a sports betting or fantasy sports contest, or
83 other types of covered games offered online or via mobile or
84 other electronic devices, or in a sports wagering room.
85 (2) The commission shall, subject to competitive bidding,
86 contract for the provision of services related to the awareness
87 and prevention of compulsive and addictive gambling pursuant to
88 this section and s. 550.135(4). The contract shall provide for:
89 (a) A statewide advertising program to encourage
90 responsible gaming participation.
91 (b) Publicizing (888)-ADMIT-IT, the confidential multi
92 lingual gambling prevention helpline.
93 (c) Implementing and administering a pari-mutuel employee
94 responsible gambling training program to recognize compulsive
95 and addictive gambling behavior.
96 (d) Supporting persons in need of assistance for a gambling
97 problem.
98 (e) A clearinghouse of information and provide referrals to
99 persons seeking professional help for problems or addictive
100 gambling behavior.
101 (f) The annual reporting of contract compliance, including
102 the number of calls and online contacts received; the number of
103 employee training programs administered for each pari-mutuel
104 facility; and the number and type of advertising methods used to
105 publicize the (888) ADMIT-IT helpline.
106 (3) For the purpose of funding a comprehensive statewide
107 compulsive and addictive gambling awareness and prevention
108 program, the commission shall collect from each pari-mutuel
109 permitholder with a license issued pursuant to s. 550.01215 or
110 pari-mutuel permitholder who operates a cardroom pursuant to s.
111 849.086, an annual fee of .003 percent of each permitholder’s
112 gross revenues collected.

127 specified date; creating s. 550.140, F.S.; providing
128 legislative findings and intent relating to compulsive
129 and addictive gambling; creating s. 550.141, F.S.;
130 requiring certain pari-mutuel permitholders to
131 participate in a specified compulsive and addictive
132 gambling prevention program; providing permitholder
133 requirements; requiring the division to contract for
134 the provision of specified services; providing
135 contract requirements; amending s. 550.1647, F.S.;
136 conforming provisions to changes made
