The Committee on Education (Hutson) recommended the following:

3 Delete lines 126 - 192
4 and insert:
5 the 2022-2023 academic year and thereafter, at least 300 hours
6 of paid work approved by the district school board, the
7 administrators of a nonpublic school, or the Department of
8 Education for home education program students. The student may
9 must identify a social or civic issue or a professional area
10 that interests him or her and, develop a plan for his or her
11 personal involvement in addressing the issue or learning about
12 the area. The student must, and, through papers or other
13 presentations, evaluate and reflect upon his or her volunteer
14 service or paid work experience. Except for credit earned
15 through service-learning courses adopted pursuant to s.
16 1003.497, the student may not receive remuneration or academic
17 credit for volunteer service work performed. Such volunteer
18 service or paid work may include, but is not limited to, a
19 business or governmental internship, work for a nonprofit
20 community service organization, or activities on behalf of a
21 candidate for public office. The hours of volunteer service or
22 paid work must be documented in writing, and the document must
23 be signed by the student, the student’s parent or guardian, and
24 a representative of the organization for which the student
25 performed the volunteer service or paid work.
26 Section 3. Paragraph (e) of subsection (1) and subsection
27 (2) of section 1009.536, Florida Statutes, are amended to read:
28 1009.536 Florida Gold Seal Vocational Scholars and Florida
29 Gold Seal CAPE Scholars awards.—The Florida Gold Seal Vocational
30 Scholars award and the Florida Gold Seal CAPE Scholars award are
31 created within the Florida Bright Futures Scholarship Program to
32 recognize and reward academic achievement and career preparation
33 by high school students who wish to continue their education.
34 (1) A student is eligible for a Florida Gold Seal
35 Vocational Scholars award if he or she meets the general
36 eligibility requirements for the Florida Bright Futures
37 Scholarship Program and:
38 (e) Beginning with high school students graduating in the
39 2011-2012 academic year and thereafter, Completes at least 30
40 hours of volunteer service or, beginning with high school
41 students graduating in the 2022-2023 academic year and
42 thereafter, at least 300 hours of paid work approved by the
43 district school board, the administrators of a nonpublic school,
44 or the Department of Education for home education program
45 students. The student may must identify a social or civic issue
46 or a professional area that interests him or her and, develop a

48 or learning about the area. The student must, and, through

62 (2) A high school student graduating in the 2016-2017
63 academic year and thereafter is eligible for a Florida Gold Seal
64 CAPE Scholars award if he or she meets the general eligibility
65 requirements for the Florida Bright Futures Scholarship Program,
66 and the student:
67 (a) Earns a minimum of 5 postsecondary credit hours through
68 CAPE industry certifications approved pursuant to s. 1008.44
69 which articulate for college credit; and
70 (b) Completes at least 30 hours of volunteer service or,
71 beginning with a high school student graduating in the 2022-2023
72 academic year and thereafter, at least 300 hours of paid work,
