House Comm: RCS . 01/31/2022 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Environment and Natural Resources (Stewart) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete everything after the enacting clause 4 and insert: 5 Section 1. Subsection (6) is added to section 403.7032, 6 Florida Statutes, to read: 7 403.7032 Recycling.— 8 (6) By July 1, 2023, the Department of Environmental 9 Protection shall develop a comprehensive waste reduction and 10 recycling plan for this state based on recommendations from the 11 department’s Florida and the 2020 75% Recycling Goal Final 12 Report. The department shall convene a technical assistance 13 group within the department to help develop the plan. 14 (a) The comprehensive plan, at a minimum, must: 15 1. Identify recycling goals based on sustainable materials 16 management and waste diversion. 17 2. Include a 3-year plan to implement the following 18 strategies: 19 a. Recycling education and outreach. The department shall 20 propose statewide solutions to provide local recycling 21 information and education throughout this state. 22 b. Local government recycling assistance. The department 23 shall evaluate the benefits and challenges of the former state 24 Recycling and Education Grant Program and provide 25 recommendations for reinstating the program or considering other 26 means of providing assistance to local governments. 27 c. Recycling materials market development. The department 28 shall consider and recommend plans to develop and promote 29 markets for recycling materials. 30 (b) Upon completion of the plan, the department shall 31 provide a report to the President of the Senate and the Speaker 32 of the House of Representatives. The report must include an 33 update on the status of the plan and any recommendations for 34 statutory changes necessary to achieve the recycling goals or 35 strategies identified in the plan. 36 Section 2. This act shall take effect July 1, 2022. 37 38 ================= T I T L E A M E N D M E N T ================ 39 And the title is amended as follows: 40 Delete everything before the enacting clause 41 and insert: 42 A bill to be entitled 43 An act relating to a comprehensive waste reduction and 44 recycling plan; amending s. 403.7032, F.S.; requiring 45 the Department of Environmental Protection to develop 46 a comprehensive waste reduction and recycling plan for 47 this state by a specified date, based on certain 48 department recommendations; requiring the department 49 to convene a technical assistance group for a 50 specified purpose; providing minimum requirements for 51 the plan; requiring the department to submit a report 52 to the Legislature upon completion of the 53 comprehensive plan; providing requirements for the 54 report; providing an effective date.
