1 A bill to be entitled
2 An act relating to a study to establish a statewide
3 long-term recycling goal; amending s. 403.7032, F.S.;
4 requiring the Department of Environmental Protection
5 to conduct a study on the establishment of a new long
6 term, statewide recycling goal; providing requirements
7 for the study; requiring the department to submit a
8 report of the results of the study and any policy
9 recommendations to the Governor and the Legislature
10 upon completion of the study; providing an effective
11 date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Subsection (2) of section 403.7032, Florida
16 Statutes, is amended to read:
17 403.7032 Recycling.—
18 (2)(a) By the year 2020, the long-term goal for the
19 recycling efforts of state and local governmental entities,
20 private companies and organizations, and the general public is
21 to recycle at least 75 percent of the municipal solid waste that
22 would otherwise be disposed of in waste management facilities,
23 landfills, or incineration facilities. However, any solid waste
24 used for the production of renewable energy shall count toward
25 the long-term recycling goal as set forth in this part.
26 (b) The Department of Environmental Protection shall
27 conduct a study on the establishment of a new long-term
28 recycling goal for state and local governmental entities,
29 private companies and organizations, and the general public to
30 achieve by the year 2030.
31 1. The study must:
32 a. Provide an update on the progress that was made in
33 reaching the goal established by paragraph (a) for the year
34 2020, including any challenges experienced or successes achieved
35 in reaching that goal;
36 b. Update any data compiled by the department in
37 establishing the 2020 goal; and
38 c. Consider successful recycling programs in other states
39 and provide recommendations for the implementation of such
40 policies in this state.
41 2. Upon completion of the study, the department shall
42 submit a report of the results of the study and any policy
43 recommendations to the Governor, the President of the Senate,
44 and the Speaker of the House of Representatives.
45 Section 2. This act shall take effect July 1, 2022.
