1 A bill to be entitled
2 An act relating to cardiac screening for newborns;
3 amending s. 383.318, F.S.; revising components that
4 are included in the postpartum evaluation and follow
5 up care birth centers are required to provide to
6 include a cardiac screening of the newborn; creating
7 s. 383.334, F.S.; requiring attending health care
8 providers at home births to provide or coordinate the
9 referral for a newborn cardiovascular screening;
10 requiring the newborn’s primary care provider to
11 provide or coordinate the referral for the screening
12 if a health care provider does not attend the home
13 birth; amending s. 395.1053, F.S.; requiring hospitals
14 that provide birthing services to provide a postpartum
15 evaluation that includes the cardiovascular screening
16 of each newborn; providing an effective date.

18 Be It Enacted by the Legislature of the State of Florida:

20 Section 1. Subsection (3) of section 383.318, Florida
21 Statutes, is amended to read:
22 383.318 Postpartum care for birth center clients and
23 infants.—
24 (3) The birth center shall provide a postpartum evaluation
25 and follow-up followup care that includes all of the following:
26 (a) Physical examination of the infant.
27 (b) Cardiovascular screening of the newborn.
28 (c) Metabolic screening tests required by s. 383.14.
29 (d)(c) Referral to sources for pediatric care.
30 (e)(d) Maternal postpartum assessment that incorporates
31 mental health screening.
32 (f)(e) Information on postpartum depression and the
33 telephone number of the Family Health Line operated pursuant to
34 s. 383.011.
35 (g)(f) Instruction in child care, including immunization,
36 breastfeeding, safe sleep practices, and possible causes of
37 Sudden Unexpected Infant Death.
38 (h)(g) Family planning services.
39 (i)(h) Referral to secondary or tertiary care, as
40 indicated.
41 Section 2. Section 383.334, Florida Statutes, is created to
42 read:
43 383.334 Newborn cardiovascular screenings for home births.
44 For home births, the health care provider in attendance is
45 responsible for providing, or for coordinating the referral for,
46 a cardiovascular screening of each newborn. If a home birth is
47 not attended by a health care provider, the newborn’s primary
48 health care provider must provide the cardiovascular screening
49 or coordinate the referral for the screening.
50 Section 3. Section 395.1053, Florida Statutes, is amended
51 to read:
52 395.1053 Postpartum care and education.—A hospital that
53 provides birthing services shall:
54 (1) Provide a postpartum evaluation that includes the
55 cardiovascular screening of each newborn.
56 (2) Incorporate information on safe sleep practices and the
57 possible causes of Sudden Unexpected Infant Death into the
58 hospital’s postpartum instruction on the care of newborns and
59 provide to each parent the informational pamphlet on infant and
60 childhood eye and vision disorders created by the department
61 pursuant to s. 383.14(3)(i).
62 Section 4. This act shall take effect July 1, 2022.
