1 A bill to be entitled
2 An act relating to the Comprehensive Review Study of
3 the Central and Southern Florida Project; amending s.
4 373.1501, F.S.; requiring the South Florida Water
5 Management District to prepare and submit a
6 consolidated annual report regarding the status of a
7 specified study to the Office of Economic and
8 Demographic Research, the Department of Environmental
9 Protection, the Governor, and the Legislature by a
10 specified date; providing report requirements;
11 providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Subsection (10) is added to section 373.1501,
16 Florida Statutes, to read:
17 373.1501 South Florida Water Management District as local
18 sponsor.—
19 (10)(a) By October 1, 2023, and each October 1 thereafter,
20 the district shall prepare and submit a consolidated annual
21 report regarding the status of the United States Army Corps of
22 Engineers’ Section 216 Central and Southern Florida Project
23 infrastructure resiliency study to the Office of Economic and
24 Demographic Research, the department, the Governor, the
25 President of the Senate, and the Speaker of the House of
26 Representatives.
27 (b) The report must include:
28 1. A summary of the findings in the district’s annual sea
29 level rise and flood resiliency plan.
30 2. A list of structures that are expected to fall below the
31 expected service level in the next 5 years.
32 3. Initial recommendations for the refurbishment or
33 replacement of the structures identified in subparagraph 2.,
34 including:
35 a. Future cost estimates and timelines for the
36 refurbishment or replacement of the most vulnerable structures.
37 b. An estimate of project costs and the budget available to
38 implement recommendations for each vulnerable structure based on
39 a 10-year horizon.
40 4. A summary of the state and federal funds expended toward
41 the implementation of the United States Army Corps of Engineers’
42 Section 216 Central and Southern Florida Project infrastructure
43 resiliency study and of other directly related flood
44 infrastructure resiliency projects of the district through June
45 30 of each year.
46 Section 2. This act shall take effect July 1, 2022.
