       The Committee on Rules (Rodriguez) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 104
    4  and insert:
    5  fines for violating the property owner’s or operator’s rules. An
    6  invoice for rates or fines issued under this section must
    7  include the following statement in uppercase type:
    8  
    9         THIS INVOICE IS PRIVATELY ISSUED, IS NOT ISSUED BY A
   10         GOVERNMENTAL AUTHORITY, AND IS NOT SUBJECT TO CRIMINAL
   11         PENALTIES.
