The Committee on Ethics and Elections (Taddeo) recommended the
following:

4 and insert:
5 SECTION 3. Initiative.—
6 (a) The power to propose the revision or amendment of any
7 portion or portions of this constitution by initiative is
8 reserved to the people, provided that, any such revision or
9 amendment, except for those limiting the power of government to
10 raise revenue, shall embrace but one subject and matter directly
11 connected therewith and shall be limited to matters relating to
12 procedural subjects or to the structure of the government or of
13 this constitution. It may be invoked by filing with the
14 custodian of state records a petition containing a copy of the
15 proposed revision or amendment, signed by a number of electors
16 in each of one half of the congressional districts of the state,
17 and of the state as a whole, equal to eight percent of the votes
18 cast in each of such districts respectively and in the state as
19 a whole in the last preceding election in which presidential
20 electors were chosen.
21 (b) The amendment made in subsection (a) limiting revisions
22 or amendments of this constitution by initiative to matters
23 relating to procedural subjects or to the structure of the
24 government or of this constitution shall be known as the
25 “Lawmakers Think They Know Better Than Floridians Amendment.”
