       The Committee on Ethics and Elections (Taddeo) recommended the
       following:
       
    1         Senate Amendment (with ballot amendment)
    2  
    3         Delete line 25
    4  and insert:
    5  the government or of this constitution. The limitation that
    6  initiatives must relate to procedural subjects or to the
    7  structure of the government or of this constitution prescribed
    8  by this section does not apply to an initiative proposing the
    9  legalization of recreational marijuana. It may be invoked by

   12  And the ballot statement is amended as follows:
   13         Delete line 42
   14  and insert:
   15  structure of the government or of the State Constitution. The
   16  limitation proposed by this amendment will not apply to any
   17  citizen initiatives proposing the legalization of recreational
   18  marijuana.
